THE Autonomous Bougainville House of Representatives will hold a special meeting to debate on issues relating to the Rio Tinto shares.
The Speaker Simon Pentanu, in consultation with Bougainville President John Momis, has fixed the date of the special meeting for Tuesday July 19 at 2pm.
A notice on the special meeting of the house shall be issued and published in the Bougainville Gazette this week.
The main business for the special meeting will be debate and deliberations on the decision by Rio Tinto over the Bougainville Copper Limited (BCL) and its own share allocations over Panguna.
The House of Representatives is expected to discuss other matters that are related to Panguna that might have influenced Rio Tinto’s decision, such as the House’s resolution on the mining moratorium, the impasse over Bel Kol, the Bougainville Mining Act and other matters.
Both the Speaker and the President have agreed that the special meeting will run for a week.

BOUGAINVILLE Affairs Minister Joe Lera has called on the National and Bougainville governments to work together to address the issue of Rio Tinto’s decision to transfer Bougainville Copper Limited’s (BCL) shares.
Lera said Rio Tinto’s decision to transfer BCL’s shares was a sensitive issue for Bougainvilleans. If not dealt with transparently, it would affect the peace process  and cause differences at the political level and among social groups.
“The distribution of Bougainville Copper Limited’s shares by Rio Tinto is a very important and sensitive agenda within the context of the Bougainville peace process. As the minister responsible for Bougainville’s matters, the Government and the ABG have very exclusive roles in handling decisions that must support and strengthen the collaborative efforts of both governments towards the peace process in Bougainville.”
Lera said the people of Bougainville had confidence in both governments working together to deliver on the referendum process in Bougainville. Lera said he believed that the issue of Rio Tinto’s decision to distribute BCL shares must be discussed jointly by the leaders of the two governments to reach an agreement that would benefit the Bougainville peace process.
“With respect to both governments’ views on this compelling issue, we must discuss and come up with agreeable solutions in the best interest of the peace process.”
Lera has instructed the office of Bougainville Affairs to come up with possible ways of bringing the leaders of both governments together in a joint collaboration so that the issue of the BCL shares may be addressed.

Bougainville's President John Momis is still confident he can win over the Papua New Guinea Government after a walk out by mining giant Rio Tinto.

Two weeks ago Rio Tinto split its majority stake in Bougainville Copper Ltd between both governments.

This means they each have 36.4 percent of BCL, despite Bougainville's expectation of a majority stake.

Mr Momis has written to Rio Tinto and complained to the International Council of Mining and Minerals.

He has also called a special week long session of the ABG to sit from Tuesday to discuss the matter.

Mr Momis said the best way to get the closed Panguna re-opened is for Bougainville to get majority shareholding.

"Even if Rio Tinto walks away the Bougainville Copper could go ahead with the Bel Kol (custom reconciliation) and we can have the mine re-open."

"Outside of that they would [have a] lose/lose situation where the national government and BCL might have the majority shareholding but they will not have the right to operate in Bougainville," he said.

Under the Bougainville Mining Act, if 25 per cent or more of shares in a company holding an exploration licence are transferred, the Bougainville Government has to start action to terminate the lease.

The transfer by Rio to the Trust means that the termination process must now begin.

bezogen auf die Meldung 20554 soll hier auf der einen Seite BCL die Explorationslizenz entzogen werden und weiter oben im Text steht, dass die Bel Kol Zeremonie trotzdem fortgesetzt werden kann.
Sehr schwierig das Ganze einzuordnen., Morgen beginnt die einwöchige Parlamentssitzung, vll. wissen wir dann wohin die Reise gehen könnte.

gelistet vorerst schon, bis zu möglichem Squeeze-Out. Aber wovon soll ABG
dies bezahlen, wären immerhin noch ca. 100 mio Aktien a 0,30 cent also
ca. 30 Mio AUD. Hat ABG wohl nicht.
Aber wieso sollte PNG komplette 36,4 Prozent hergeben, Höchstens die 17 Prozent von Rio.
Ob es dann aber gut ist wenn ABG absolute Mehrheit hat, eher fraglich. Staatlich kontrollierte
Unternehmen, naja.
Wie will Bougainville überhaupt eine Wiedereröffnung finanzieren??

Hier wird um einen Kuchen gestritten, der erst einmal gebacken werden muss.

Bougainville Copper Limited (BOC:ASX) (Company) refers to recent media speculation regarding an allegation that the Autonomous Bougainville Government has directed its Mining Minister, Robin Wilson to issue the Company with a notice to “show just cause” in respect of Exploration Licence EL01 as to why Exploration Licence EL01 should not be terminated. This is in response to the announcement by Rio Tinto that it had transferred its controlling interest in the Company to the Autonomous Bougainville Government for the benefit of all the Panguna landowners and the people of Bougainville, and the Independent State of Papua New Guinea.

mit Schutz der Minderheitsaktionäre:

... so sind die Regeln, aber ...

also wenn PNG+ABG sich zusammentun, dann findet sich mit Sicherheit
ein krummes Ding (auch mit deutlich weniger als 90%) um uns Kleinaktionäre
aus dem Weg zu räumen.

wenn ich # 20560 richtig verstehe ist der Plan folgender:

1. Aktien zu 53,~% für ABG
2. Aktien zu 19,~% für PNG
3. Rio in die Verantwortung für das Erbe von Panguna zu nehmen
4. PNG in die Verantwortung für das Erbe von Panguna zu nehmen

Momis will Druck über alle möglichen Wege incl. Minengericht gegenüber Rio aufbauen um sich der historischen Verantwortung zu stellen. (ich nehme mal an um die Kosten der Wiedereröffnung zu stemmen)

Momis will, dass PNG dabei hilft gegenüber Rio Druck aufzubauen.
1. aus historischer Verantwortung und
2. motiviert aus möglichen Einkommen aus den 19,~%

Momis will, dass PNG  die 17,~% an ABG überträgt, damit diese dann 53,~% haben. Motivation für PNG soll sein,
1. die historische Verantwortung und
2.dass die Lizenz nicht gelöscht wird und PNG so Einkommen aus den verbliebenen 19,~% erzielen kann.

Ziel soll dann sein:
Panguna wird eröffnet und generiert so Einkommen für ABG.
Rio bezahlt die Eröffnungskosten und entkommt so der Verurteilung durch das Minengericht, ABG hat 53,~%
PNG hat 19,~%
Bougainville kann aus wirtschaftlicher Unabhängigkeit auch politisch unabhängig werden.

Scheitern würde bedeuten,

1. ABG hätte keine Mittel um selbst die Finanzierung einer Großmine zu stemmen.

2. Alternative Investoren zu finden dürfte  ziemlich aussichtslos sein, da wohl so gut wie keine Chancen bestehen,  Investoren zu finden, die „verrückt“ genug wären, in einer Region zu investieren, in der Privatunternehmen Gefahr laufen enteignet zu werden und der staatliche Vertragspartner Verträge einseitig ändert.

3. PNG verliert die Möglichkeit von Einkommen aus seinem BCL Anteil, da die Lizenz gelöscht wird.

4. Rios Ansehen wird beschädigt



Kann das funktionieren?

.....dieser Analyse der aktuellen Situation, bzgl.  Forderungen und der möglichen Auswirkungen ist wohl nichts essentielles hinzu zufügen oder herauszunehmen.
Trotzdem  gibt es  eine Menge von Unwägbarkeiten ausserhalb , die dem gesamten Prozess unverhoffte Wendungen bescheren könnten.

Ein paar Stichworte dabei wären:

- Deals die das treten auf der Stelle beenden also ein Entgegenkommen von  der einen oder anderen Seite gezwungener Maßen  - siehe BIP  von PNG seit Jahren fallend (2014  = 2.211,29 US Dollar/  pro Kopf  -  2016  =  1973,78  US Dollar/Kopf) da ist also auch viel Druck im Kessel.

- auch etwas unklar wer oder wieviele diese sehr weit gehenden  Forderungen in der Rede,    letztendlich     unterstützen.

-  dann die nächsten Wahlen auf Bougainv. mit einem möglichen neuen jüngeren Präsi. Dauert aber noch etwas.

-  und für mich eigentlich ganz wichtig: es ist noch nicht zu erkennen  wo die tatsächlichen Grenzen des machbaren also eine Deadlinie in gewissen Fragen, für PNG - ABG -  Rio liegen.
Zur Zeit herscht Kampf um das machbare.
Wenn sich Momis z. Bsp.auf ein mögliches Zivilgerichtsverfahren gegen Rio (um Dollar`s zu generieren) einlässt, werden wahrscheinlich seine Enkel!! mal  ein Ergebniss sehen.
Ob das dann aber wunschgemäß ausfällt steht in den Sternen.

ich kann mir erstens nicht vorstellen,  dass  PNG  seine Stücke so ohne weiteres aus der Hand gibt  -$$$ in den Augen  und  wir haben ein schönes Druckmittel gegen das ABG-.
Warum sollte  PNG  auch.  
Das  ABG  muß sich mit denen irgendwie einigen,  also kann PNG  Forderungen stellen.

RT  in die Verantwortung nehmen ...  RT wird sicherlich schmunzeln.
Macht ihr das "richtige da draus" ... und ihr habt genug "geschenktes" von uns.

Ich könnte mir vorstellen, dass irgendwelche Chinesen Interesse haben könnten.


Kann Momis ohne weiteres  BCL  die Lizenz entziehen  auch gegen den Willen PNGs .....
halt vor dem Hintergrund, dass PNG die Daumenschrauben weiter anziehen würde.  

Wie weit haben wir Kleinaktionäre  (die Banken -J.P.Morgan, Citicorp etc-)  irgendwelche Möglichkeiten ???     Wird sich J.P.Morgan  ohne etwas abschütteln lassen?

Im Bord wird gerade der Eindruck erweckt, die Wiedereröffnung der Mine hänge nur vom guten Willen von Rio, PNG und ABG ab. Es es wird uebersehen, dass die grössten Hindernisse in den innenpolitischen Verhältnissen der Insel liegen. Der Buergerkrieg ist nicht völlig ueberwunden. Grosse Teile der Bevölkerung warten auf Entschädigung durch die Folgen des Bürgerkrieges. Erst wenn diese Frage geklärt ist und ein wirkungsvolle Entschädigung stattgefunden hat, ist der Weg frei fuer die Wiedereröffnung. Dann stehen die Investoren Schlange. Rio Tinto hat wohl aufgrund dieser Sackgasse das Handtuch geworfen.
Die Landlords entschädigen sich z.Z. selbst durch Goldschuerfen, was die Umweltverschmutzung verstärkt. Bei dem derzeitigen Goldpreis lohnender denn je.

ABG und PNG solllte einen Teil der Anteile als Entschädigung an die wichtigsten Landlord verteilen. Die Wiedereröffnung käme dann schneller als erwartet.

Papua New Guinea's government is to meet this week for discussions on ownership of major mining and petroleum projects and shareholding in the country.

Among the shareholding items which Prime Minister Peter O'Neill says the National Executive Council will discuss is its involvement with Bougainville Copper Ltd.

Last month Rio Tinto gave away its majority shareholding in BCL to the Bougainville and PNG national governments, a move that angered Bougainville which had expected all the shares so it had control of the mine.

PNG's government is also to discuss ownership of the Ok Tedi mine in Western Province.

The government had a 37% share in Ok Tedi when in 2013 it moved to take on a majority share by subsuming the 63% stake of the Sustainable Development Programme.

The move has been disputed by the SDP in a series of court actions.

However PNG Loop reports Mr O'Neill signalling an imminent statement this week about both situations, and issues related to shares in PNG's LNG Project.

"I will be making a major statement after that (proposal) has been deliberated by the NEC," he said.

"Let me say it again: This government wants to empower landowners to have rightful ownership of their resources. I will deliver to them before I go to the elections, this is my promise."

Das Orderbuch verspricht ja derzeit eher weiteren Kursdruck. Verabschieden sich da gerade welche hier aus dem Forum mit limitieren VK-Orders in den 20ern (AUD Cents)?

die twens scheinen - zumindest vorübergehend - der Vergangenheit anzugehören. Aber kurzzeitige, ein wenig seltsam anmutende Kurssprünge, gehörten bei boc ja auch des Öfteren zum Geschehen. Vielleicht besteht dann doch noch ein Quentchen Hoffnung. We will see.

Traden konnte sich bei boc ja mal durchaus lohnen. Nun habe ich allerdings erhebliche Zweifel, dass es auch jetzt noch der Fall ist.

Irgendwo her müssen die Verkäufer ja kommen. Mag sein, der Eine oder Andere aus diesem Forum mit sehr großem Bestand hat nun doch schon so langsam die Hoffnung aufgegeben.
Ist natürlich auch eine Frage des Lebensalters. Besser selber realisierte schwere Verluste haben als eventuelle Erben mit nochmal Jahrzehnten der Warterei enttäuschen, oder?

Stückzahlen von 100.000-200.000, also 13000-26000€ können den Kurs so zum fallen bringen,
aber es geht genauso auch in die andere Richtung.
Aktuell reines Zocken, bis es klare Infos gibt, sowohl positiv, als auch negativ.
So langsam müssten wir unter Buchwert liegen. (BOC hat mehr Cash auf dem Konto, als der Wert aller Aktien)
