Die Panguna Lo`s möchten die Verabschiedung der Mining Policy durch das ABG abwarten damit sichergestellt ist dass ihr Mitspracherecht berücksichtigt wird.

Für den Sell Off bei Rohstoffaktien macht Gregson unter anderem die hohen Abschreibungen verantwortlich, die beispielsweise Rio Tinto und BHP Billiton  vornehmen mussten. Der wichtigste Grund für die schlechte Stimmung ist  aber die Anpassung des Wachstumsmodells Chinas, welches zum Ende des  Rohstoff-Superzyklus führen könnte. Für Gregson gibt es hingegen vier  gute Gründe, warum sich die Befürchtungen als übertrieben erweisen  dürften.

Wichtigster Faktor, der für Rohstoffinvestments spricht  ist das globale Wirtschaftswachstum. So sei die Konjunktur in den  Industrienationen derzeit schwach, die Erwartungen verbessern sich aber  schnell. Die US-Wirtschaft wächst dank der Maßnahmen des Fed stark und  auch Japan hat im ersten Quartal überzeugen können. Ein solches Umfeld  sei aus historischer Sicht positiv für Rohstoffe, so Gregson. Weiterhin  wachsen die Chancen, dass es selbst in Europa zu positiven  Überraschungen bei Wirtschaftswachstum kommen könnte, was bei den  Investoren zu einer schnellen Neubewertung von Rohstoffen führen dürfte.  

Ein weiterer Grund ist der Rohstoff-Superzyklus, der laut  Gregson in bester Verfassung ist. Auch hier beherrscht die schwächelnde  Konjunktur in China das Bild und belastet die Einschätzung der  Rohstoffmärkte und von Rohstoffaktien. In den vergangenen beiden Jahren  hatte dies zu teils herben Downgrades von Aktien geführt, was sich nun  stabilisiert. Eine solche Marktphase ist laut Gregson ein Zeitpunkt zum  Einstieg in den Rohstoffsektor. Daneben hat die Führung in China die  Ansprüche an die eigene Wirtschaft geändert und strebt eine  konsumgetriebene Konjunktur an. Dies aber bedeutet keinesfalls, dass  sich die Rohstoffnachfrage China verringere. Lediglich das absolute  Niveau des chinesischen Wachstums werde nicht mehr jenes sein, das  Investoren in den vergangenen zwei Jahrzehnten gewöhnt waren. Besonders  die Nachfrage nach Öl und Gas dürfte in den kommenden Jahren kräftig  steigen, da diese im Verhältnis zu westlichen Nationen bisher deutlich  weniger nachgefragt werden. Daneben könnten viele andere Rohstoffe,  darunter Kupfer  Eisenerz und Zink  von der zunehmenden Urbanisierung nicht nur in China, sondern auch in  Indien, Indonesien und den Philippinen profitieren. Selbst in  Bangladesch ist mit einem Anstieg der Nachfrage zu rechnen.

Der  steigenden Nachfrage gegenüber stehen wachsende Probleme, neue  Rohstoffvorkommen zu erschließen. Die Rohstoffbären erklären immer  wieder, dass die Produktion wachse, die Erwartungen hieran dürften aber  übertrieben sein, da es mittlerweile extrem teuer und langwierig ist,  neue Minen aufzumachen. So wird derzeit ein Überschuss am Kupfermarkt  propagiert, der aber allein schon mit dem Erdrutsch und der Schließung  der Bingham Canyon-Mine von Rio Tinto  in Utah obsolet ist. Damit ist eine Mine in gut erschlossenem Gebiet  betroffen, das Gros der Kupferförderung befindet sich allerdings in eher  unzugänglichen, abgelegenen Gegenden. Dies bringt steigende Kosten mit  sich, weshalb bei zu geringen Preisen mit einem Rückgang der Produktion  zu erwarten ist. Bei Öl, so Gregson, gilt mittlerweile ein Preisniveau  von unter 90 USD als unökonomisch, da das Fracking sehr teuer ist. Auch  dürfte die OPEC aufgrund der umfangreichen Sozialprogramme in vielen  Mitgliedsländern davon absehen, die Preise zu stark sinken zu lassen.

Vor  dem Hintergrund der sich verbessernden Konjunktur, der Laufzeit eines  Rohstoffsuperzyklus und dem engen Angebot ist der Sell Off bei  Rohstoffen und Rohstoffaktien irrational. Viele Aktien, so Gregson,  notieren derzeit unter dem Buchwert, einige Kosten sogar weniger als der  Barbestand der Unternehmen wert ist. Kurzfristig könnte der Sektor  durchaus volatil bleiben, weshalb Investoren vorsichtig agieren sollten.  Insgesamt aber sprechen die Bewertungen und das enge Verhältnis von  Angebot und Nachfrage für viele Rohstoffe, weshalb der Sektor eine  kräftige Gegenbewegung zeigen sollte.

030513 Foreigners to heed ABG laws

Many foreign companies especially Chinese are breaching the constitution by running trade store and kaibar business in town.
President Momis clarified that under the business partnership arrangement foreign business should not partake in small business activities but large scale business activities.
He added that those currently in breach will be given notice to stop or will face the full force of the law.
Momis warned that the government is prepared to take action on those business houses who fail to comply with ABG laws.
Momis also made a strong call to those foreigners who are operating in Panguna without the ABG"s knowledge.

THE reopening of the Panguna mine is critical for Bougainville"s economic development but the message is not reaching the grassroots people, landowner Lawrence Daveona says. He said this following a recent discussion between the Panguna landowners and the Autonomous Bougainville Government (ABG) to reopen the Rio Tinto-owned copper mine. A resumption of mining is seen as critical to the economic development of the province –something that has to happen before any vote on independence, as prescribed in the Bougainville Peace Agreement. The autonomous provincial government has been holding consultations over the last two months to gauge people"s feelings about Panguna"s re-opening. Daveona, who grew up close to the huge open cast mine, and headed the now defunct Bougainville Landowners" Association, says their message is not reaching people at the grassroots. "The government is doing all it can with whatever resources it has at its disposal but the message that they are trying to get across is not really reaching down to the village communities, not only in the Panguna mine lease areas but also to the rest of Bougainville.

ABG, church must unite

AUTONOMOUS Bougainville Government leaders have assured the 300,000 people of Bougainville that they will provide much needed services to them.
And that will only eventuate if the people of Bougainville embrace the ideology of working together in partnership with the government, churches and all other stakeholders in the region.
Central Bougainville Ministers in the Momis-Nisira government echoed these sentiments at Toborai village on Wednesday, at the opening of the Catholic Church community chapel built by the community with the support of the government. Senior Central Bougainville Ministers in the ABG present at the occasion included Minister for DPI Nicholas Daaku, Veterans Affairs Minister David Sisito, Central Bougainville Women Representative Joanne Jerome, Mining Minister Michael Orni and Minister for Local Level Government, Sports and Church Melchior Dare.
The church chapel in the middle of Toborai Village, North Nasioi Constituency of Kieta District, is dedicated to the late leader of the village John Bika, who was killed on the night of September 10, 1989. Co-incidentally, that night he was gunned down, the villagers held the first fundraising for the construction of the chapel. He was the first Bougainvillean leader to be killed at the start of the Bougainville Conflict.
All the leaders urged the people to be united, as the government is made up of the people and the church is made up of the people ,therefore, there must inclusive working relationship for the development of the region. They said Bougainville needs a balance journey to referendum and church and government must work in partnership, adding that Bougainville is at a crucial time and needs Bougainvilleans to talk and move together. They urged the people to face the challenges on the way and walk together to achieve the desired destination and the government and churches are there to facilitate that achievement because the lives lost must not go to waste but must bear fruit for the good of our future generation.
The leaders assured the people that the government will continue to provide services wherever it can with the facilitating of very crucial reconciliations in the pipeline. They also gave their assurance to help the community of Toborai to fast track the facilitation of the late John Bika reconciliation as their first priority.
They also spelt out other services such as water supply, feeder roads and building of schools and hospitals as high on their agenda.

The 4th Regional Veterans Association Forum for all ex-combatants in Bougainville commenced on Thursday 29th May 2013 at Kangu Beach in South Bougainville with theme “Reaching the Frontiers.”
The meeting was attended by the ABG Minister for Veterans Affairs, David Sisito, Officials of Veterans Division, high profile ex-combatants and members of the three regional veterans association.
The forum is history in the making and the first of its kind since the establishment of the three regional veterans association in North, Central and South Bougainville.
Its aim is to gauge views from all former combatants to discuss important issues that are currently affecting the progress and affairs of Bougainville to bring change in the region.
High on the agenda in yesterday’s discussion was the progress of the Bougainville Peace Agreement, Reconciliation Plan, Veterans Division Budgetary Allocation, Law and Order in Buka and Kokopau, Reopening of Panguna mine and others.
Former Bougainville Revolutionary Army Commander and currently the Chairman for South Bougainville l Veterans Association, Thomas Tari welcomed all the participants to the meeting.
Chairman Tari says the meeting is important and wants all members to contribute positively towards mapping out the way forward on how best the veterans can address the outstanding issues of implementing the Bougainville Peace Agreement.
Tari says it’s about time the veterans contribute towards change in the communities and Bougainville as a whole.
On the same Token, Paramount Chief of Baubake Constituency, Peter Pinoko also welcomed the meeting and the participants into his area.
Chief Pinoko says the meeting is vital and urged the ex-combatants to seriously part take in the forum.
He says the successfully outcome of the forum will benefit and help the ABG in addressing some of the outstanding issues like reconciliation, law and order and weapons disposal in the region.

The Veterans Associations in Bougainville are key stakeholders as signatories to the Bougainville Peace Agreement and it is important that their views be raised and considered by both the Autonomous Bougainville Government and the National Government.
This was echoed by the ABG Minister for Veterans Affairs, David Sisito in his opening remarks at the 4th Regional Veterans Forum in Kangu on Thursday 29th May 2013.
Minister Sisito pointed out to the veterans that the governance system of the ABG has no opposition and therefore it challenges the individual sectors like the veterans, women, youths and the people of Bougainville to act as opposition in a positive manner.
Mr Sisito further explained that the ABG cannot fully implement the political aspiration of Bougainville but needs meaningfully and positive contribution from Bougainvilleans to moved the process forward.
He says as ex-combatants are part and parcel of both the Bougainville conflict and the Peace Agreement and it is their responsibility to support the ABG in the process of peace building.
Minister Sisito urged the veterans to seriously deliberate on the issues of weapons disposal and law and order to find amicable solutions to minimise these problems in the region.
He says the vote for Bougainville’s referendum is closing in fast and this posse’s great challenge to the people, especially the veterans to lead the way in collaboration with the ABG and other stakeholders to secure the process.
Mr Sisito says he is confident that Bougainville will achieve the set referendum.
As a sign of ABG’s commitment and support towards the veterans, Minister Sisito has issued directive to his division to post three officers each in the three respective regions to work alongside with the veterans associations.

“Right now we have two groups of nationals up in Panguna – the Americans and the Chinese. This is a very serious issue on the ground as the legitimate authority on the ground, including ABG through its Bougainville Police Service does not have a fair idea on the arrival of these people,” Insp Birengka said.
When quizzed if locals are masterminding the influx of the foreigners, Insp Birengka could not confirm this, but he said this was possible.
He warned that local organisations must go through the right channels and proper processes as stipulated under the Bougainville Constitution instead of doing things on their own.
“They must report to the legitimate authorities instead of coming into the region on their own will.”
Inspector Birengka is also appealing to locals or any organisation wanting to bring in foreigners for whatever reasons that they must alert authorities on the ground, especially ABG and its police.
Central Bougainville Veterans Association spokesperson Junior Dake when giving a briefing on the presence of the 16 Chinese to former combatants in Buin, said the Chinese if processed and found to be illegally in Bougainville, will be locked up at the Arawa Police Station.

Chinese search for work

THE first lot of Chinese who are up in Panguna Mine came looking for work.
And their duty statement is to cut up scrap metals at the mining area.
This was revealed by their foreman Han Son when grilled by the Post-Courier at the Arawa Police Station yesterday.
The 16 Chinese nationals were picked up and driven to Arawa Police Station by police and ex-combatants for questioning and screening of their work documents including passport, visas and work permits. Han Son even showed their passports to this reporter when pressed if they had legally entered Bougainville.
“Here we have legal passports. We are not here illegally. We have these passports to show that. Our work permits were signed by Labour Minister Mark Maipakai,” Han Son said.
He confirmed that there would be 30 Chinese men on site at Panguna with the next lot on their way to Panguna from Port Moresby.
Han Son, who is one of the three interpreters, said they were workers of a company called Wang Enterprises PNG Limited. The Managing Director of the company is Bill Wang who is based in Port Moresby. When asked what brought them and their purpose to Bougainville, especially Panguna, he simply replied: “We came here for work. We came to cut up the scrap metals at Panguna.”
The duration of their stay on Bougainville will be one year depending on how fast they finish the scrap metal job, Han Son confirmed.
When asked if they have been cleared by the Immigration in Port Moresby, Han Son said: “What Immigration? Our passports and work permits have already been signed and stamped by Labour Minister Mark Maipakai.”
So who invited you to come to Bougainville, especially Panguna? Han Son simply replied, “Some local leaders of Panguna. We came looking for work.”
Since late yesterday afternoon, the Post-Courier noticed that Arawa Police under strict supervision from Inspector Herman Birengka were working around the clock to screen their (Chinese) work permits and will come up with a decision whether the Chinese will stay and continue on with
their work or move out of the region.
Meanwhile locals are pressuring the police to really clamp down on such foreigners coming into the region on their own will.
