Next ’26 Partner Talks: How Rakuten Cloud and Google Distributed Cloud are redefining infrastructure

Google Cloud Next ’26 was an exciting show for Rakuten Cloud with a message and a product suite that resonated with customers. One of the highlights of our time at Google Cloud Next ’26 was the fireside chat with Mike Ensor, Technical Lead for Google Distributed Cloud Solutions, conducted by Anirban (Oni) Chakravartti, Rakuten Symphony’s SVP and Global Head of Sales (Enterprise).
What set this interview apart? Both Mike and Oni are on the front lines of edge deployments, involved in some of the largest deployments worldwide. With that experience level, this interview became an update from the front lines of edge computing.
Building the edge for AI
The historic selling point for edge was its ability to modernize and improve existing applications and use cases. But as customers build out their AI applications, they are looking to their edge compute infrastructure to process some of that data – changing the requirements for edge infrastructure. This is a “new-ish” trend, especially among restaurant and retail chains that are among the early adopters of GDC services.
“I think we can all recognize that the word AI is now in front of everything, so we probably don't even have to mention that it's new. But especially for the areas that we are working in with the edge, I think (AI) is a more appropriate use of edge technology,” Ensor said.
Data repatriation
Some customers who are considering building out their edge network are exceeding their “knowledge-transfer comfort level, because they have moved from on-prem to the cloud. And now we are telling them to come back to on-prem again,” Chakravartti said.

There are at least two general contributors to this push to repatriate data to the edge. The first is that an increasing number of workflows benefit from processing data close to where it is created or consumed for security or intellectual property protection reasons.
Then there is the concept of fast and slow data. As Ensor describes it, fast data is real-time processing in applications such as manufacturing, where assembly line machines need to process thousands of metrics per second to ensure efficient operation.
But that highly granular data doesn't mean nearly as much at a global or higher organizational level. Ensor discusses a theoretical slow-data example that takes the original 1,000 metrics per minute data flow and averages it to 1 per minute, which is then sent to the cloud for processing. The results of this slow data can be used in other factories where it becomes important for predictive analysis or other types of analytics. Fast and slow data are equally important to the customer: making real-time decisions while maintaining a long-term perspective.
Resilience and security are important
The discussion shifted to emerging approaches to securing edge computing and ensuring resilience.
One successful approach is creating smaller storage volumes specifically for active workloads. With Rakuten Cloud-Native Storage, that can be done dynamically. This is an important capability for agentic AI, where a new storage volume can spin up that is independent and it can have its own encryption. This extra layer of security is important because if one storage volume is compromised, the amount of information that can be read or used is minimal. This small data store is not particularly useful to the hacker, so the system is not a target.
Automation for day zero and beyond
With customers deploying hundreds, thousands or even tens of thousands of edge systems, automation of everything is critical. GDC already supports zero-day automation, allowing customers to plug in the hardware and have everything launched and deployed from a remote location.
This automation extends beyond day zero because problems can occur later when upgrades are needed for software, patches, or firmware. All of that can be managed from a central location using Google Site Reliability Engineering (SRE). The SRE teams get a notification if any aspect of the system is degraded – from someone tripping over a cable to a node going down. If the system can fix it, it will. But if a human needs to be involved, the SRE gets notified.
The synergy of Google Cloud and Rakuten Cloud
Beyond the technical specifications, the strength of the partnership between Rakuten Cloud and Google Cloud lies in their collaborative commitment. As one of Google Cloud’s select OEM partners, Rakuten integrates its proprietary software-defined storage with Google Distributed Cloud (GDC) to create a high-performance solution. More importantly, the two companies operate as a unified team, consistently going above and beyond to ensure customers are successful, even if it means working around the clock to meet complex customer needs.
What’s next for GDC?
The solution has seen great success in retail applications. “Our next major areas are healthcare, oil and gas, energy, and manufacturing,” said Ensor. “Those are the next major verticals we are going after, and each of them has some unique components.”

Rakuten Symphony CMO Geoff Hollingworth (pictured) told Mobile World Live (MWL) operators need to conduct a frank assessment about the type of business they want to pursue during an interview in which he predicted a greater number of non-traditional players would soon rattle the market.

Speaking as the company launched a report outlining its vision for how to push growth in the telecoms industry, the executive argued there is a “business model problem” rather than a technology one, with a need to “address how we make money”.

Estimating 95% of enquiries to the software and platform company had the end goal of cutting costs, Hollingworth noted this is due to operators not knowing “what else to do” and not believing the promise “future technologies” such as 6G would bring the cash in.

However, telecoms players “do understand we need to get operating costs down”, with companies set to “keep laying-off people to make sure we maintain a better margin and free cash flow”.
“You cannot reduce yourself out of a hole,” Hollingworth added. “That’s the problem the industry has, but there hasn’t been enough discussion on how” to drive growth.

Planning for reach is rarely a question of “CTV versus linear.” In practice, most advertisers are balancing both, trying to understand whether each additional euro is expanding the audience or increasing repetition.

As viewing becomes more distributed across linear and streaming environments, the most useful question is often not whether audiences are fragmenting, but how to quantify what each channel contributes to total reach. Our Unlocking New Audiences research, based on a survey of 800+ consumers across Germany, France, Spain and Italy, provides broader context on how FAST/AVOD viewing sits alongside linear TV today.

This is where cross media measurement becomes valuable. It refers to measuring linear TV and
CTV together in one framework, with deduplicated reporting that shows total reach, overlap, and the incremental contribution of each channel.

Incremental reach, in this context, describes the additional unique viewers reached by CTV who were not reached by linear TV during the same campaign window. It helps clarify whether streaming activity is extending a plan into new audiences, or primarily reinforcing exposure among viewers already reached.

Incremental Reach in Practice  

Reach rarely increases at a constant rate across a campaign. In many campaigns, reach builds early, then growth slows as delivery increasingly lands on viewers already reached. This dynamic is often visible through reach curves, and it is one of the clearest ways to distinguish between audience growth and repetition over time.

A recent campaign in the UK was measured through a third party partner using TV panel-based methodology to assess incremental reach beyond linear TV. The results show a clear pattern: as the linear component of the campaign reached a plateau, the CTV reach curve continued to build over the same period.

The study found that 32% of the viewers reached via CTV were incremental to linear TV, meaning they were not reached through the linear plan during the campaign window.  

This type of curve-based view aligns with what we see in broader viewing behaviour: audiences are increasingly split across linear and FAST/AVOD, and incremental reach tends to become clearer when linear and streaming are measured together with deduplication.

Why CTV can add unique reach after linear growth slows

This is not a universal rule, but there are established reasons CTV can contribute additional unique reach when combined with linear TV.

Different audience composition and viewing behaviours

Streaming viewing can over index in audience groups that are lighter on linear TV, which is one reason incremental reach can appear once CTV is layered into a plan. This is consistent with the broader picture in our Unlocking New Audiences findings, which show distinct FAST/AVOD viewing behaviour alongside linear consumption.

Access to additional viewing contexts

FAST/AVOD is consumed within on demand and streaming contexts that sit outside scheduled broadcast patterns. Our study also indicates that FAST/AVOD can drive incremental viewing occasions, with frequent FAST/AVOD viewers reporting they watch content they would not otherwise have watched on linear TV.

The bigger takeaway

The real value of incremental reach is not proving that streaming is different. We already know viewing is fragmented.

The value is showing, with evidence, when your plan is still in reach growth mode and when it has moved into saturation. Once you can see that, you can make better decisions about allocation, pacing, and the role each channel plays.

In a world where budgets are scrutinised and reach is harder to come by, incremental reach measurement is one of the clearest ways to ensure that your next euro is buying new audiences, not just more impressions.

Quick checklist: are you set up to drive incremental reach?
Have you defined incremental reach success before launch?
Will you receive deduplicated reach and overlap reporting?
Do you have frequency controls in place to protect reach?
Do you know which segments are most likely to be incremental?

If you can answer yes to most of these, you are not just running CTV. You are using it strategically.

Target Financial Metrics (FY Ending March 2030) of New Rakuten Bank

New Rakuten Bank Group Ordinary Profit = 400 billion or more JPY
Projected EPS for New Rakuten Bank = Approx. 640 JPY per share

The consolidation will fundamentally shift Rakuten Bank's revenue mix away from balance-sheet dependency. The standalone earnings composition of approximately 75% interest income to 25% non-interest income (based on FY2026/3 expectations) will transition to a more balanced 55% to 45% split on a simple sum basis.

Management confirmed that the group's overall earnings will remain positively levered to rising interest rates on the asset side. Concurrently, the negative impact of rising rates on the funding side will be largely neutralized on a consolidated basis by progressively replacing the external interest-bearing debt of Rakuten Card and Rakuten Securities with intra-group borrowings.

Valued with a P/E of only 10 (because future numbers) = $ 25 billion. Rakuten will owning about 62% = $ 15.5 billion. That is more than the market cap for the complete company Rakuten. Value of the 62% of Rakuten on New Rakuten Bank stand alone for a share price of Rakuten of $7.
