He said: “We met the Prime Minister on Monday so I could express my concerns about the failure of the National Government to make budgetary provision for the restoration and development grants payable to Bougainville for the 2010 and 2011 financial years.”
President Momis said that at least K15 million was required for restoration and development under the 2010 budget but it was never paid. The Bougainville Government had been requesting payment for the 12 months since the 2010 National Budget was announced, in November 2009.
The president said he was very surprise when the 2011 budget was announced and the restoration and development grants were not included again yet it was constitutionally guaranteed.
“In my meeting this week I was very pleased that the Prime Minister and the Minister for Planning (Mr. Paul Tiensten) agreed that the National Government has a clear constitutional obligation to pay the grants for both years. The Prime Minister gave a clear direction to the Secretary for National Planning and Rural Development that the grants must be paid.”
The President said he was happy with the Prime Minister’s support.
He said while efforts were made to build up the Bougainville economy, it was heavily dependent on grants from the National Government guaranteed by the Constitution and if they were paid, then Bougainville would into deep financial difficulties.
Mr Momis said as a result, the Autonomous Bougainville Government was prepared to launch a court action to get a direction that grants for both years to be paid.
“Now that my meeting with the Prime Minister has resulted in such a clear direction from him for the National Government departments to pay grants for both 2010 and 2011, I am looking forward to seeing the money. But if the Departments do not pay the funds for both years as soon as possible, then we will have no choice but to launch court action.
“I am also waiting to see the amount of the grant for 2011. Under the Organic Law on Peace-Building in Bougainville, the amount of the grant is required to increase in line with the average of the rise in the previous five years of the total amount of the Public Investment Program for the whole of PNG,” said Mr Momis.
