....repräsentiert durch Präsident Dr. Momis kann man nur beneiden. Die Riesen Chancen für die Entwicklung eines Landes haben nur ganz wenige auf der Welt.

Und  jetzt  auch noch die zusätzliche Chance zu sehen was passiert in dieser Liga, wenn man mit dem Gedanken spielt Verträge einseitig aufzuheben und nicht einzuhalten.
Ein  Blick auf die aktuellen Entwicklungen in `Greece` kann/wird da ausserordentlich aufschlussreich sein.
Einschränkung : sofern nicht  absolute Verweigerungshaltung aus rein egoistischen Motiven (z.Bsp.aluvial Goldmining)  und blinde Beratungsresistenz sich durchsetzen und wieder alles verzögern. ;-))))

Diese Gefahr ist nach meiner Wahrnehmung aber auch eher gering.

Nur meine Meinung.

Press Release: From the office of the Panguna Mine Negotiations
The BEl Kol or Domangmitta between the people of
Bougainville and the Bougainville Copper Limited (BCL) can now go ahead as soon as the Bougainville Executive concil (BEC) approves
a date for the staging of the ceremony in Arawa. The landowners requested the Domangmiitta in
2012 during the first meeting between the ABG, landowners and BCL as a precondition
to any negotiations on
the future of Pnaguna Mine. It is a concept of traditional appeasement according to the custom of the Nasioi people of Kieta, Central Bougainville.
The domangmitta symbolizes a readiness by both parties to reconcile past differences and most importantly through negtiations, forge a new relationship. After two years of discussions and five months of awareness (June – October 2014), the ABG has secured the unconditional support
of Central Bougainville Ex-combatants for the ceremony to go ahead.
According to the
office of Panguna Mine Negotiations, Mr. Raymond Masono, a Memorandum of understanding paving the way for the staging
of the ceremony was signed between landowner representatives and
central Bougainville Ex- combatants on Monday 3rd November 2014 in Arawa.
“The MOU is a significant break through in the ABG’s efforts to obtain majority consensus to stage this ceremony,” Mr Masono said.The MOU is a culmination of five months of consultation
and awareness on the basis and purpose of the Bel Kol. This is inline with
the ABG’s all inclusive, consensual, collaborative and consultative approach of engaging with the people of Bougainville
to express their views on major developmental issues affecting the region.
“The staging of the ceremony will be a major
milestone in the process

of preparing the ABG and landowners to negotiate
the future of Panguna Mine,” Masono said. It now means that the Bel Kol organizing committee co- chaired by acting secretary Department of the Community Government and the executive
managers ofKieta and Panguna Districts can
now proceed with the planning, organization and staging of the ceremony tentatively scheduled for February 2015 in Arawa.
“ I believe that the spirit of commonsense has again prevailed in finding a solution to a difficult and sensitive issue,” Masonao said. “The Majority of
Bougainvilleans are looking forward to the Bel Kol ceremony. With the signing of the MOU to secure unconditional support to stage the
Bel Kol having been achieved, the organizing committee can now focus on delivering a product for which the people of Bougainville would be proud.

unter diesen Umständen ist wohl stark davon auszugehen, dass es sich bei den Umsätzen der letzen Tage um Nachfrage handelte, die dieser Nachricht geschuldet war. Der, der will, dass der Kurs nicht steigt, wird wohl noch so einige Mio Stück in der nächsten Zeit zur Verfügung stellen müssen, wenn ich mir so vorstelle was da in nächster Zeit noch für Nachrichten anstehen.

The Panguna Mine Fiasco

Then there is the Panguna mine scandal. Before President Momis began expending significant sums of government revenues on mining – including on the Office of Panguna Mine Negotiations, an expanded Mining Division and extensive foreign advice – did he conduct an economic and social feasibility study to ensure this was money well spent?

After all, we know that the expert advice given to the ABG and the Australian government in 2008 was that reopening Panguna would be heavily resisted by landowning communities, and a potential spark for heightened tension. As a result they were advised ‘in the interim, a strategy for economic recovery through agricultural production appears the most viable among the possibilities’.

Did President Momis conduct any study that overturned these findings, and offered a strong evidence base suggesting that the significant government investment in reopening Panguna had a strong chance of bearing fruits?

And if he is to be transparent, President Momis should reveal how much has been spent on this ill-fated exercise to reopen Panguna, including money that has come from donor organisations such as the Australian government and World Bank.

Ich verstehe das so:
es handelt sich um einen off-market trade ohne Preisänderung (special crossing)
dessen $ Wert zwischen zwei Werten (Threshhold T3 bzw. T2)
T2 sind wohl 500.000 A$

Denke so macht die Sache Sinn.

To the President of Autonomous Region of Bougainville, Bougainville Copper Limited [Rio Tinto] is not a bad company after all. Despite empirical evidence proving unquestionable involvement of the company in un-shameful acts in sponsoring terrorism on the innocent, this does not waiver the region’s CEO to look elsewhere in the bid to revive the region’s economy before independence. Dr. John Momis remains satisfied in bringing in what he calls the “better devil”. And there is no doubt that this move is the most unpopular among the population in the region that is now heading to its tenth year of autonomy.

And the President’s reason for working with this “better devil” goes back to a colonial act where BCL is mandated land rights over Panguna and other prospective areas; yes that’s right the Bougainville Copper Agreement! This act to Momis is the very reason why BCL should return. It seems the dear president is not going to quit stooping low for the mining company. In the Inaugural Forum for Panguna Landowners, this is what the president had to say:

“Many people have asked ‘why is ABG so beholden to BCL?’ Now the fact is this, the Bougainville Copper Agreement was made between the colonial…the Australia government and Rio Tinto. That agreement according to many of us is a bad agreement, but unfortunately it is the agreement that governs the operation of the mine, so if we just ignore it, then we could be creating ah…the…the ah impression that the ABG does not believe in good governance, does not believe in established international ah…good ah…international best practices…”   (President of ARoB, Chief Dr John Momis, addresses the Inaugural Forum for Panguna Landowners, 2014)

And there we have it, putting “international best practice” ahead of the peoples’ interest. What makes the ABG president think that people need Panguna to reopen remains unknown.

And it does not stop there, the guarantee of a POSSIBLE compensation by the company for the past is conditioned upon the reopening of the Panguna mine, and the president’s reason was “if you kill the duck, it won’t lay eggs”. Apparently, the duck Dr. Momis is referring to is BCL, so instead of calling on the company to be liable to its involvement in the past, the president is more than willing allow an operation that the people themselves removed from the island to come back and dig the peoples’ riches in order for POSSIBLE compensation to be paid them.

There is no doubt the president is content with pleasing foreign interests at the cost of his peoples’ land and environment. The president’s arrogance is so obvious, as he labeled the work of agencies and other non-government organisations revealing his government’s cover-up as “mercenaries acts”. It has become evident of the president’s intention, there is no way he is letting this issue slide, no matter how much opposition is being voiced throughout different media outlets both social and mainstream.

What will become of the region if the better devil is given the green light to return via a greedy, inconsiderate and inconclusive minority?

...verstehen wenn man die Bestrebungen nach `independence` ernst nehmen will.

- hier wird wieder eine Diskussion mit den  schon so oft vorgebrachten wiedersprüchlichen Argumenten am köcheln gehalten die zu nichts weiter führen wird  als zu Stillstand und  weiterer Verbitterung bei den betroffenen Menschen die sich nicht zu Wort melden oder melden können.


- hier wird von ein paar wenigen mit überschaubaren Fähigkeiten, nach bekanntem Muster lamentiert aber keiner kommt auf die Idee zu sagen das es für so ein reiche Insel und vor allem für die "leader" eine Schande ist von Almosen zu leben (man könnte auch sagen armselig als Bettler) die eben jene aufbringen müssen,
Jahr für Jahr,
gegen die reflexhaft immer und immer wieder vorgegangen wird.
AU,BCL,RT, ABG oder einzelne Personen das spielt dabei keine Rolle.

Bleibt zu hoffen das bei allen Entscheidungen die in den nächsten Wochen/Monaten anstehen
sich die diejenigen durchsetzen die in der Lage sind  die Realitäten zu erkennen und weiter zu entwickeln.

Interessanter Kursverlauf an nur einem Handelstag, findet ihr nicht auch?
Abgesackt bis 0,19 AUD, dann schnell wieder hochgekauft auf 23. Da waren die Niedrigschmeißer aber schön dumm, oder etwa doch nicht? Übrigens passierte so ein etwas merkwürdiger Kursverlauf hier nicht zum ersten Mal. Nun aber sogar bei mittleren Umsatzzahlen.
Soll ja jeder so beurteilen, wie es seiner Ansicht nach passt.
Übrigens LOFP, bei 2,2 Mio Umsatz gab es auch die selbe Anzahl an Verkäufen.

This year marks a very important year for Bougainville as the people prepare for the elections and the window for referendum opens in June.

It will be for the third time a general election is going to be held and the first time the public will discuss referendum at the local and government level.

Referendum was only discussed at the government level in the past.

Because the media will play an important role in featuring what the people will discuss in regards to the referendum, it is expected to report responsibly in covering free and fair elections leading to the referendum in 2020.

To ensure that there is mutual understanding at the political level, community and media, the mainstream media in Bougainville will meet with the president of Autonomous Bougainville Government John Momis at a dinner where he will speak as the Minister responsible for Media in Bougainville

This will be the first time the president will address the media personnel and journalists at the dinner as the Minister for Communications and Media.

The dinner will start at 6pm and finish at 10.

This is also an opportunity for media personnel to meet, greet and forge a professional network that will become helpful to everyone.

Director of the bureau of public affairs, media and communication, Robert Anesia will also present the work plan of the bureau for this year.

New chief secretary Monovi Amani will witness the event as the head of public servants.

Those invited to attend this low profile event are asked to confirm their invitations.

Only invited guests are allowed.

Another dinner will be held with non-governmental organisations and chief executive officers of key development partners.

There are plans to have a gathering with the ex-combatants as well.

ABG Minister for Public Service Joel Banam has rejected calls made by Bougainville veterans that weapons disposal is not an issue and that it is a waste of time talking about it.

Mr Banam clarified recent reports published in this newspaper saying that the weapons disposal is one of the three pillars of the Bougainville Peace Agreement to ascertain Bougainville’s future.

The three pillars are autonomy, referendum and weapons disposal that is a joint creation national Government and the leaders representing the people of Bougainville to resolve and secure lasting g peace by peaceful means.

“Autonomy must be seen as operating effectively, efficiently before we can have our referendum with good governance which the ABG has done by building the structure to establish our government and link it down to the people to strengthen the work of the council of elders, council of chiefs and the local level government to achieve good governance,” Mr Banam said.

“In March this year the government will pass a law to amend the act of council of elders 1996 to strengthen the COEs and VAs to achieve good governance in Bougainville because the international community is watching us and we must meet the internationally acceptable good governance before we go into referendum.

“Weapons disposal is for containment of guns that were in the hands of the people and it is a must that those guns are removed as our foundation is shaky with the guns around and we don’t want to build autonomy on top of these weapons.

“The people of mainland Bougainville wanted independence to be given by the PNG government right away in 1990, which was not the right time but we the people in Buka wanted to go through autonomy to build us economically, build back our relationship and to attain independence by peaceful means and PNG would not have given us independence depending on our economic status and possession of weapons.

“If you don’t need the weapon than why are you all holding on to the guns or maybe it is for safeguarding purpose, and if so, the government should thank the people of Bougainville including those who died and those who are alive and compensated should be given to those who lost their lives, lost properties and those that have suffered due to the crisis.”

He said he has spoken with the ABG President to give some form of compensation as a token or goodwill to the people this year when the house resumes and will find funding to compensate people who have died, lost property and those who have suffered inhuman treatment.

“And those responsible as the PNG government and BCL must also take part in this process and come back and apologize to the people as I see that buying back guns from the people won’t work,” he said.

Mr Banam said in this way we will see peace among all people.

Elections only waiting on funding

THE only setback affecting the preparatory works of the 2015 ABG general election is the late release of funds to conduct the election, that’s from the acting Bougainville Electoral Commissioner George Manu.

However, Mr Manu has assured Bougainvilleans that despite this, all programs are still on schedule.

“The only thing holding us up a bit is that the government is yet to release funding for the election,” said Mr Manu.

“As the commissioner I have asked the government to release half of the money which we had requested for in January but we are still waiting. January is already gone and we are still waiting.

“If they do not give us that money, it will delay the programs that we are supposed to be carrying out.”

Mr Manu recently met with the authority responsible for releasing that money and instructed them to release funding within the first two weeks of February.

Despite this, Mr Manu said, “But as the commissioner it is only I who will press the panic button. Right now we are still okay. Although the money is yet to be released we still have enough time because some of the preparations were done in advance.”

IN the early hours of February 5, 2015, a very significant event took place in the jungle of the Crown Prince Ranges in Bougainville.

The occasion marked the exhuming, the bringing home and the burial at Guava-Ositeka Village, the bones of Mathew Kove, the first victim of the Panguna landowner conflict in 1989.

He was killed by his own nephew, Mathew Miringtoro, whose remains were also brought home on the same day from Koromira Catholic Mission cemetery and buried alongside him.

Mathew Miringtoro was killed by security forces soon after he killed his uncle as a result of the militant’s Supreme Commander’s Francis Ona order.

After 27 years, this important event in the history of the Bougainville crisis was put to rest as a result of a long and protracted reconciliation effort by the chiefs of Guava Emai families’ reconciliation committee that began in October 2009.

The chairman of Panguna Mine SML Osikaiang Landowners Association, Lawrence Daveona, who spearheaded the Guava Emai families funding efforts through the association in 2013, was a relieved man after the conclusion of the above event.

During the burial and reconciliation ceremony in a small chapel at Guava Village, Mr Daveona and his elder brother Bernard Devata were in tears, seeing that their immediate uncle, late Kove’s bones and also their cousin Miringtoro’s were finally brought home from where they were buried and finally laid to rest.

Mr Daveona expressed his appreciation for the support given to him and the Guava Emai families’ Kove reconciliation committee by the ABG Mining Department and the ABG reconciliation office through the acting chief secretary, Chris Siriosi, Paul Coleman of BCL and his Panguna mine SML Landowner association executives.

He extended his gratitude to the executive manager of Panguna District Administration, Otto Noruka and Minister Jimmy Miringtoro, who were both instrumental in channelling funds for the cause.

schon öfters folgender Ablauf (auch heute wieder):
1. riesiger spread (> 2cent)
2. wird kauforder gesetzt mit ca. 1cent unter brief,
dann wird sofort um 0,1cent überboten
und
3. diese order wird dann bedient, obwohl vorher weit
und breit kein verkaufsangebot zu diesem Preis vorhanden war.

was soll das, wer macht so was?
