PRIME Minister Peter O’Neill and Mining Minister Byron Chan will reportedly attend the Papua New Guinea Chamber of Mines and Petroleum’s two-day mining seminar, which will start at the Gateway Hotel in Port Moresby tomorrow.
O’Neill will make an opening address on the importance of the resource sector to PNG’s growth, according to The National.
Chan created fresh sovereign risk fears in August by announcing plans to alter resource ownership laws in PNG.
He will reportedly discuss mining success in PNG and the potential for new projects.
The report did not reveal whether Petroleum and Energy Minister William Duma would make an appearance at the chamber’s associated two-day petroleum seminar, which will start on December 1, although Duma was invited.
Chamber executive director Greg Anderson recently told PNGIndustryNews.net the seminars would provide a complete overview of what was happening in PNG and an opportunity to meet with all the players.

The Bougainville Copper Agreement (BCA) review process will take on two phases as explained by the legal brains behind the planning.
Autonomous Bougainville Government legal chief executive officer and Tony Reagan, the Australian legal adviser in a recent meeting on the review of the BCA, explained that phase 1 would include preparation now until 2013 and this would involve the following:
* Incorporation of individual Lease area associations and the umbrella landowner association;
* Conflict resolution work in central and south Bougainville;
* Conduct of baseline studies on Environmental, social, health and other baseline studies in the Mine Lease areas;
* Public Awareness throughout the region and development of appropriate capacity and negotiation position by each party including a joint position by the ABG and Panguna Landowners Association and;
* * Reaching an agreed process for conduct off negotiations and conclusion of agreement.
Phase two (2) will include Conduct of Review and negotiations which will also include:
* Each party to be represented by a negotiating team, led by an appropriately authorized lead negotiator;
* ABG/PLA joint negotiating team;

........... and the K96m Woodlawn scam
The PNG government alleges K96m has been stolen from the public purse in a fraudulent share transfer overseen by former Public Enterprise Minister, Arthur Somare. But what has not yet been revealed is the money has been invested in a company that bears the same name as the school attended by Arthur’s brother, Sana. Further, Lismore, where the money is sitting in a Commonwealth Bank branch, is described by friends as “home turf for the Somare family”. It is also alleged the family has close personal ties to the bank staff at the branch at 86 Woodlark Street Lismore, which is just around the corner from the registered office of the investment company.
New Minister, Mekere Morauta, says the stolen K96m, or what now remains of it, is in a bank account owned by an obscure Australian company, Woodlawn Capital Ltd.
Sana Somare was schooled at the exclusive St Johns College at Woodlawn near Lismore in northern New South Wales. St John’s is commonly referred to as Woodlawn college and bears the name Woodlawn on its school crest.
There is also another connection between the Somare’s and Woodlawn college. In 1992 Michael Somare and his wife attended the funeral in Lismore of Jack Reilly who worked in the PNG Department of Education and was headmaster of Port Moreby High School as well as being a teacher at Woodlawn college.
Morauta has described Woodlawn Capital as “a dubious investment company” involved in “a crooked Australian investment scheme”.
Woodlawn Capital is owned by Timothy Breen and Desmond McNamara, aged 72 (through his company Seahound Holdings).
The Directors of Woodlawn are Breen and Timothy McNamara. McNamara lives at the same address in Tower Street, Manly as Megan Cracknell, 41, who is the sole Director and and Company Secretary for Seahound Holdings (which was previously owned by Timothy McNamara).
Timothy McNamara is presumably Desmond’s son, the pair being aged 41 and 72 respectively and Timothy having previously shared the same residential address as Desmond at 6 Fuller street in Bulleen Victoria before moving to Sydney.
It is perhaps time the Australian police paid a visit to Breen, the McNamaras and Cracknell to ask them how K96m which should be paying for health and education services in rural PNG has, allegedly ended up in their hands…..
Citizens of PNG should also be demanding the Commonwealth Bank reveal if any other large amounts of PNG Kina have been deposited at their Lismore branch and whether any of the Somare family have personal accounts there with large unexplained balance

........bzw. Paul Coleman schon die Pangunamine besucht hat wurde bis jetzt noch nirgends publiziert.(nur sein Besuch in Arawa war bekannt)

On the same note, Bougainville Copper Limited chief executive Paul Coleman is now being invited officially by the PMCC and specifically the people of Panguna to visit the area where the giant mine pit lies idle. Mr Coleman’s visit will happen after Momis’ official trip. Mr Coleman already visited Panguna but that was on an invitation by those who were involved in the Panguna Scrap Metal operations, which BCL has been facilitating.

wäre es schon dramatisch wenn BCL diese Pole Position noch aus der Hand gibt,eine weiter Punkt der mir aufgefallen ist,ist das O'Neill anscheinend Bougainville mehr eigenständiges handeln geben will,oder wie ist der Text zu verstehen;

Momis lauds PM O’Neill BOUGAINVILLE president John Momis last week thanked PNG Prime Minister Peter O’Neill for his decision not to approve the renewal of the Special Mining Lease (SML) held by Bougainville Copper Limited (BCL) in Panguna for the last 42 years. He said that through the Peace Agreement and through the Constitutional arrangements and the Strategic Framework on the Drawdown of Mining Powers and Functions, the PNG government would not exercise mining powers and functions on Bougainville. This he said meant that the National Government would not exercise powers in relation to any mining related issues including powers and functions that relate to the BCA and the re-negotiation of this agreement. “While my Government has undertaken considerable work in consultation with landowners and the National Government in preparation of the BCA re-negotiation, I am happy to hear of reports that the Prime Minister has agreed not to renew the Special Mining Lease held by BCL, but to consult with the ABG on issues concerning mining matters on Bougainville,” he said. Mr Momis added that the ABG and the Panguna Management Consultative Committee had agreed to re-negotiate the Bougainville Copper Agreement (BCA) with BCL, the National Government and any other interested developer. “The ABG has established a steering group to undertake preparatory programmes in relation to the re-negotiation of the BCA,” he said.
Ich interpretiere das so,als ob er sagen will;handelt ihr das mal vor Ort aus und sollte es Probleme geben stehen wir euch zur Seite,aber macht erst mal selber,daher wurde auch die SML von O'Neill nicht so einfach verlängert, erst BCA aushandeln,dann wird die Lizenz auch verlängert(natürlich gegen eine kleine Spende), und eines sollte nicht vergessen werden, die Landeigner wollen BCL und keine Chinesen, und ohne die LO's geht nichts!!!!
Man muß sich mal vorstellen,wir haben Kurse von vor 3 Jahren,da gab es noch Kabui,Korruption,zerstrittene Landeigner und vom BCA hat niemand geredet etc.pp.

Sieht meiner Meinung nach auch sehr realistisch aus. Die ersten Punkte werden ja aktuell angegangen. Was mich wundert ist, dass zum damaligen Zeitpunkt noch keins dieser Themen angeschnitten worden sind und wir bei 1,50 Euro standen. Börse und seine Übertreibungen halt :)

The ABG President Chief JOHN MOMIS says that Bougainville will not move forward unless the people unite and work together under one government.
He was speaking at the Konnou Ceasefire ceremony at Mogoroi village in Buin yesterday.
MR. MOMIS said that since he was elected as the ABG President he has been advocating unity in diversity by all Bougainvilleans.
MR. MOMIS was responding to calls by the Chairman of the Konnou Peace Committee, CHRIS MOTA who wanted the ABG and Mekamui to dissolve their differences and form just one government instead of confusion the people.
MR. MOTA in his welcome speech said that the situation in Konnou deteriorated because the people were divided into following two governments of ABG and the Mekamui controlled from Tonu in Siwai.
The ABG President also thanked the people of Konnou for working together and organizing the ceremony without assistance from the government.
More than Five thousand people braved the rain to witness the ceremony.
