Rio Tinto ist nicht bereit auch nur annähernd die akt. Gesetzgebung als Verhandlungs-
grundlage zu sehen. (Rechtlich steht ihnen die Einhaltung der alten Verträge zu)
Auf der anderen Seite stehen die Landeigner, welche anscheinend von den alten Verträgen
nicht´s mehr wissen wollen und BCL nur noch das Recht einräumen als erster mit ihnen zu
Verhandeln.

Somit besteht die Gefahr, dass sich die Fronten verhärten und die Verhandlungen
scheitern und das spiegelt sich im akt. Kurs wieder.

ja, nach allem was wir heute über diese Inselbevölkerung wissen wird dieser Aspekt dazu führen, dass sich die Lösung zur Panguna-Frage bis sehr weit nach der Unabhängigkeit hinziehen wird.

Heute wissen wir, die Bevölkerung von Bougainville handelt nicht demokratisch und auch nicht rechtsstaatlich. Beides ist Ihnen fremd. Sie haben oft genug bewiesen, das sie Wilde sind, die beim Ärger mit dem Nachbarn denselben lieber erschlagen und alles zerstören, als gemeinsam einen Konsens zu suchen (sorry, das ich das hier mal so direkt sage). Demokratie und Rechtsstaatlichkeit wird aber zwingend gebraucht, wenn ein Unternehmen erneut Millarden von Dollar dort investieren soll.

Der aktuell vorliegende Entwurf zum neuen Minengesetz ist ein Witz! Nirgens auf der Welt gibt es das. Nirgens auf der Welt funktioniert so etwas. Auch wenn es uns hier weh tut, BCL handelt richtig diese Gesetzesvorlage zu boykottieren und damit letztlich alles um unzählige Jahre zu verzögern. Mit diesem Gesetz gäbe es keinen Investitionsschutz! Da macht aussitzen mehr Sinn. Und wenn es nochmal 25 Jahre dauert.

Genau Meine Worte!
Schon der Gedanke "Landowner" zu sein stammt aus grauer Vorzeit.
Und diesen "Wilden" die Demokratie überstülpen zu wollen ist hoffnungslos. Genau so wenig kann der Investor Rechtssicherheit erwarten. Und deshalb wird es - wenn überhaupt - noch sehr lange dauern, bis sich jemand findet, der das Risiko auf sich nimmt.
Lustig finde ich den Einwand doch alluvial mining zuzulassen. Wo doch die Umweltsauerei auf alle Fälle größer ist (Einsatz von Quecksiber beim Gold schürfen).
Letztlich können wir die Sache abhaken.
Schade, aber solange nicht ein böser Bube die Machthaber besticht (der übliche Weg in der dritten Welt) bleibt das Kupfer im Boden.

ABG plan to focus on priorities

THE 2015 Autonomous Region of  Bougainville budget planning process will be driven by its government priorities and local people’s needs, its Minister for Finance says.
Albert Punghau said the framework emerged from district planning and its administration has been engaging with Councils of Elders, Village Assemblies and constituency members to identify the needs to determine priorities.  
“Planning work has been recently completed, a number of sectors such as health, law and justice have been establishing minimum standards for delivery of services,” he said.
Punghau said Bougainville would have an integrated planning and budgeting process, incorporating top-down from the Bougainville executive council priorities to consultations with relevant stakeholders such as the Councils of Elders and Village Assemblies in the districts.
This approach was formulated in a budget forum in Arawa last month.
“This week requests from the Councils of Elders and districts are being considered and prioritised in joint discussions here in Buka before the executive managers go back to their districts for further consultation,” Punghau said.
He said the other aspect of the formulation is the submission to the Government for funding under guaranteed grants.
The ABG will be making its detailed submission to the Government by the end of next week.
This year, the submission for the 2015 recurrent unconditional grant is seeking an increase of about K40 million so that costs for government functions are covered.
The submission will detail the cost of services for all 14 departments, parliamentary services, Electoral Commission, the Bougainville police service and the chief collector of taxes.

Panguna mine can drive sustainability – Momis

President of the Autonomous Bougainville Government (ABG), Chief Dr John Momis, has stated that an operational Panguna mine can play a big part of Bougainville’s sustainable development.

The President made the comments during a presentation to the Australia Papua New Guinea Business Forum, which was held in Cairns in May.

Momis told the audience at the Cairns forum that an operational Panguna mine, despite its tumultuous history, is the best option for a Bougainville that has a desire for increased autonomy and will soon vote on its independence.

“There are many factors involved,” Dr Momis said, “but the central issues concern the unique political pressures facing the ABG because of the combination of the timetable for the referendum and our lack of a sustainable revenue base.”

“We have strictly limited time in which to get real autonomy working, and before people are faced with a choice about independence.”

“It is that limited time that requires us to focus on exploring the possibility of re-opening Panguna, for all being well, that could occur in the early 2020s and the ABG would be in receipt of substantial taxation revenues during the projected three year construction period.”

Through its extensive consultation process the ABG has found that this is a view shared by most Bougainvilleans.

“The Forums were open to any who wished to attend,” Dr Momis continued, “the ABG did not control the agenda or the discussion so the Forums have provided a very good indication of the views of the community leaders and other opinion leaders of Bougainville.”

“In 2012 and 2013 the ABG organised Regional Forums throughout Bougainville to provide information and solicit the views of stakeholder groups and the Bougainville general public on mining related issues,” Dr Momis continued.

“The Forums indicated support for reopening Panguna, as long as this could be done in a way that is fair and just and contributes to the welfare, security and wellbeing of the Bougainvilleans.”

“The ABG also undertook two forums and numerous smaller meetings to engage with ex-combatants, and in late March 2014 held a Bougainville Women’s Mining Forum in Buka attended by over 200 women representatives from all over Bougainville.”

“Women reiterated the view expressed in other forums that the ABG should consider reopening of Panguna, but only if this can be done in a way that addresses issues from earlier mining and the conflict it created, and if the benefits of any new project are allocated in a way that is fair to Bougainvilleans.”

Momis stated that a project could only proceed if it can provide sustainable benefits the region and to the people of Bougainville.

“Panguna will only reopen if the proposed project and its operator are able to deliver sustainable social and economic benefits for customary landowners and all of Bougainville, and can do so in a way that avoids creating further conflict,” Dr Momis said.

“It must provide economic opportunities for as many Bougainvilleans as possible, ensure an equitable spread of economic opportunities, and ensure active participation by Bougainvilleans in decision-making at all stages, including once the mine is operating.”

“An additional key issue already being considered by the ABG is how best to ensure that a significant part of the funds generated by any future mining is used not just for past compensation and immediate needs, but is instead used to build a diversified and sustainable Bougainville economy.”

Under the terms of the Bougainville Peace Agreement a referendum on Bougainville’s independence is due between 2015 and 2020.
