I attended Stans Energy’s AGM held at Board of Trade, 1 First Canadian Place, Toronto, On, M5X 1C1 on July 11, 2012 at 1 pm.(Toronto Time). Hence, my explanation, in response to your question & concerns, is based on my notes to answers given by Robert MacKay, CEO to questions from AGM attendees.
First with reference to your excellent post of 2/27/2013 –“where and what are we” I fully agree with your Assumption” “ we might not even need much additional fund raising to achieve the first production, as we do nearly have 1 ½ years of mined ore on site.”
My explanation:-
1- First, Stans Energy has to successfully negotiate with Kyrgyz government ownership of the ore stockpiles. NB: Robert MacKay answered a question at the 2012-AGM– by saying, there was approximately 2 years supply of ore stock piled at the mine but Stans Energy needed to negotiate ownership with government, before working the ore stockpiles. In my opinion Stans Energy subsequently learned it was impossible to negotiate ownership until after License Agreement issue was resolved. I was most encouraged to read in the latest news release, that Stans E will in 2013 “Re-sample and survey of historic mine site stockpiles. This is most likely a good indicator that negotiations are about to start!!
2- Stans Energy needs the Arttyuz Mill (The Old Mill) to process the ore stock piles. Without a milling operation Stans E cannot concentrate and start production of REOs. Robert Mackay at the AGM 2012 told the meeting, that ownership of “The Old Mill” was before Kyrgyzstan Supreme Court. The two previous owners had both gone bankrupt and owed taxes to the government, who now claimed ownership in lieu of taxes owed. The last owner, a Russian company, with whom Stans has an option to purchase “The Old Mill” is limbo. My take is that Stans will need to negotiate the ore stockpiles ownership before acquiring “The Old Mill”
Hope the foregoing helps to address the missing details, as referred in your excellent post of 2/27/2013. Hopefully, we will first learn perhaps by the 3rd- 4th qrts 2013, without reference to 1 and 2, that Stans Energy has STARTED PRODUCTION of HEAVY RARE EARTH OXIDES causing traders, shorting our stock rushing to cover their losing positions!!!
