It was understood that the capital raised by the sale of bond would be used to finance projects that can bring economic benefits in the long run. What would those projects be?

 We define economically viable projects as the ones that can bring in high economic returns, are capable of repaying the loan, and can bring strong impact on the well being of the overall economy. First of all, I would like to mention the railway projects. We need to reach to ocean via using rail road. And, railway is a profitable business. The government plans to build 1,800 kilometers of rail road within the territory of Mongolia. This project will be financed. Second of all, there are projects in the energy sector. These would include the fifth power station, creation of additional heat production sources, building reliable energy supplier for the mining projects, and developing sources to replace the importation of electricity from abroad. Also, projects that aim to produce gasoline by processing coal and oil are of critical importance. In addition, metallurgy factory, copper concentrator, and metalworking industry projects are considered to be highly valuable. Some of these projects are already developed and are ready to implement. And, the government is going to discuss the projects for potential financing.

hab den mal ein paar fragen gestellt. Klar darf er nicht viel dazu sagen, aber schlauer bin ich jetzt auch nicht geworden. Zum PPA heißt es nur das die behördlichen Gänge länger dauern als geplant. Und der EPC Vertrag kommt wahrscheinlich erst nächstes Jahr (heißt für mich mit Sicherheit nächstes Jahr) Macht aber wahrscheinlich auch mehr Sinn da das Jahr eh schon fast vorbei ist. Und es wird wieder ein Jahresbrief vom John geben wo er auf die Themen PPA, EPC usw. eingeht.        Tja ich hoffe alle beteiligten bewegen jetzt mal langsam ihren Arsch. Heute hat der Kurs ein neues allzeit tief erreicht.                                                                                                                                           Vielleicht sollten wir mal den Behörden in der Mongolei auf die Eier gehen um ein paar infos zu bekommen. ...doch mal sehr interessant (von einer Mongolischen Seite). Er ist vom 8.11. Hier wurde (sofern der Bericht stimmt) von Lee die Aussage getroffen das er hofft auf ein PPA bis April . Genauso die Finanzierungspartner in 2-3 Monaten bekannt gegeben werden (also im Januar oder Februar). Ich finde das sollte man lesen….

... gibt's in der Zwischenzeit für 4 Mio. kanadische Dollar, wenn man den Wert der 22 Mio. verbliebenen Prophecy Platinum Aktien aus dem PCY Börsenwert herausrechnet. Ich bin mal gespannt ob wir es auch noch in den negativen Bereich schaffen. Diese Situation werte ich als absoluten Vertrauensverlust in Lee und das gesamte PCY Management. Jeder Investor, der auch nur noch die kleinste Hoffnung auf die Realisierung des Kraftwerkes hat oder darauf, dass die bereits bestehende Kohlemine irgendwann mal einen positiven cash flow generiert, muss bei solchen Kursen zuschlagen.
Obwohl es gerade wirklich miserabel aussieht und in meinen Augen die Risiken überwiegen habe ich mir ein paar Stück gekauft. Vielleicht kommen in nächster Zeit die versprochenen Vertragsabschlüsse und wir werden für die Leidenszeit entschädigt.

Zeitangabe ist ja diesmal Ende Januar -  Anfang Februar. Ist ja wirklich nicht mehr lange hin.
Jetzt wird es denke ich richtig interessant. Glaube das keiner der Beteiligten, sei es PCY, die Mongolen oder der/die Investoren, sich es leisten können den Starttermin am 01.04. (Baubeginn) verstreichen zu lassen. Das würde einfach zuviel Geld und vertrauen kosten. Falls die PPA und der EPC Vertrag zustande kommen sollten, was denkt ihr wo die Reise hingeht? Was macht der Kurs?

.... erwarte ich eigentlich, dass der Wert um ca. das 5-fache ansteigen wird in Richtung 0,80, wie schon vor einem Jahr. Das Projekt wurde dann ja gedeckelt durch Eigenkapital sowie die JV-Partner. An diesem Punkt abzubrechen ist eher unwahrscherinlich. Betrachten wir mal BER oder S21 :D

… wo die Reise hingeht. Wir reden ja hier von einem Milliarden Projekt. Wenn alles so kommt wie geplant (sehen wir ja sehr bald) wird Prophecy mehrere Millionen Gewinn im Jahr erwirtschaften. Aktuelle Bewertung unter 40 Mio. CAD. Bei Börse geht es ja nicht nur um Fakten und Zahlen sondern auch viel um Psychologie. Und bei 600MW ist ja noch nicht Schluss sondern die Geschichte geht ja noch weiter. Wirklich Spannend wie das ganze Bewertet wird. Ich hoffe (wünsche, Träume) von einem Kurs zwischen 1,50 – 2,00 CAD. Wir haben ja nicht nur das Kraftwerk sondern noch andere Beteilungen wo ein bisschen was passiert. Wenn das so kommt wäre ich schon sehr zufrieden

Mongolei: Warnung vor einem neuen Gesetz

Oyu Tolgoi und Tavan Tolgoi – zwei Megaprojekte stehen stellvertretend für den Boom, den viele Experten der rohstoffreichen Mongolei für die kommenden Jahre prophezeien. In den letzten Jahren hat sich so etwas wie eine Goldgräberstimmung rund um den ehemaligen sowjetischen Vasallenstaat gebildet, der immense Umbrüche erfährt und dessen Wirtschaftsleistung stark von der Bergbaubranche abhängt.

Und so überrascht es nicht unbedingt, dass die mongolischen Politiker versuchen, die lukrativen Projekte stärker unter Kontrolle zu bekommen. Regelt ein Gesetz bisher, dass der mongolische Staat in den ersten dreißig Jahren eines Projektes nur einen begrenzten Minderheitsanteil an diesem Projekt halten kann, so haben Politiker des Landes zuletzt immer wieder versucht, dem Staat Mehrheiten an Rohstoff-Projekten zu verschaffen – sehr zum Verdruss ausländischer Partner, auf deren Investitionen das immer noch arme Land angewiesen ist.

Mit dem Entwurf für ein neues Bergwerksgesetz haben die Sorgen internationaler Unternehmen um die Entwicklung in dem asiatischen Staat zugenommen. Vor allem ein übermäßig hoher staatlicher Einfluss auf den Sektor wird befürchtet, der die Möglichkeiten ausländischer Investitionen in dem Land beschränken würde. Das Business Council of Mongolia, ein Zusammenschluss verschiedener Unternehmen wir unter anderem Rio Tinto und Siemens, hat nun in einem Brief an den mongolischen Präsidenten Tsakhia Elbegdorj vor den Folgen der neuen Gesetze gewarnt. Diese könnten in einer Kettenreaktion negative Einflüsse auf viele Wirtschaftssektoren des Landes haben, heißt es. Ob die Politiker des asiatischen Landes dem steigenden Druck nachgeben, bleibt abzuwarten.

I would like to first extend to you my best wishes for a happy and prosperous new year. Before sharing with you my outlook for 2013, I’d like to reflect on the development milestones of the proposed 600MW Chandgana Power Plant Project achieved in 2012:

• Signed Cooperation Covenant with the Mongolian Energy Authority to supply electricity by 2016
• Received final quotation from Equipment Procurement Construction (EPC) bidders
• Prepared and submitted Power Purchase Agreement (PPA)
• Submitted Electricity Generation Tariff Application (Tariff Application)
• Published Preliminary Economic Assessment (PEA) study for the Chandgana Tal deposit
• Signed Memorandum of Understanding with strategic partner to jointly develop the project
• Strengthened team with new director, advisors and management

The project has experienced delays, understandably, as we are working towards a potentially very large power purchase contract (proposed annual revenue anticipated to be in excess of $100 million), entering
into an EPC contract anticipated to exceed $500 million, securing project financing, and developing the project with a proposed joint venture partner. Discussions with the Mongolian government, interrupted briefly due to the Mongolian summer election, have been positive. I have been in Mongolia since November working towards achieving the above-noted milestones.
Prophecy’s goals for 2013 include the following:

• Reach consensus on tariff and finalize PPA
• Award EPC Contract
• Finalize strategic joint venture partner agreement
• Commence construction of power plant
• Complete project financing

Mongolia has not slowed down, as is clearly evidenced by the traffic and pollution. We are grateful that The Ministry of Energy has devoted resources to assist the Chandgana project to potentially start construction in 2013. With approved construction licenses for the power plant and the mine, we are working to become an advanced power development company. A great deal of professional man hours and capital resource has been invested. A very tangible and positive momentum has been building over the past months. The Board has determined that the Company has reached a critical stage and now requires Mr. Lee to focus his time and attention on negotiating the major government and joint venture agreements for the development of the Company's Chandgana power plant project in Mongolia.

Besonders aus China und Indien wird eine stärkere Kohlenachfrage erwartet. Vor allem dann, wenn die Konjunktur in diesen und auch anderen Schwellenländern mehr als vorhergesagt anspringen sollte.

Noch stärker als die Kraftwerkskohle traff es 2012 die für die Stahlproduktion wichtige Kokskohle. Der Preis fiel im Durchschnitt um rund 35 Prozent. Die Talfahrt begann bereits 2011 als das Angebot international größer wurde. Als nun 2012 die Nachfrage nachließ, nahm der Trend eine Verlängerung. Ein an Kohle reiches Land ist die Mongolei. Der relativ neue Produzent konnte mit dieser Situation wohl nicht umgehen. Chinas Nachbar exportiert den Großteil der Kohle nach China. Aktuell hat die Mongolian Coking Coal Miner Tavan Tolgoi (Tawan Tolgoi ist eine riesige Abbaustätte von im Tagebau abbaubarer Steinkohle in der Mongolei) aber die Kohleexporte nach China ausgesetzt. Der Grund sind Preisstreitigkeiten.

China strebt naturgemäß danach die sichere Versorgung mit Kohle aus der Mongolei zu erhalten. So blockierte die mongolische Regierung die Übernahme von Coal Miner South Resources durch Chalco – Chinas größtem Aluminiumhersteller. Der Marktpreis für Lieferungen nach China liegt bei rund 160 US-Dollar je Tonne. Die Mongolen stellten sich jedoch 300 Dollar je Tonne vor. Die Analysten des australischen Brokers Macquarie können sich zumindest vorstellen, dass der Preis 2013 wieder 190 US-Dollar je Tonne erreichen kann. In den darauffolgenden Jahren wären sogar weiter leicht steigende Preise möglich. 300 Dollar sind jedoch wohl nicht so leicht erreichbar. Da müsste die Stahlkonjunktur enormen Zuwachs erleben oder das Angebot zusammenbrechen.

Dieses Umfeld gibt gut finanzierten Kohle-Konzernen die Chance auf dem Markt günstige Kohleprojekte oder ganze Konkurrenten relativ billig zu übernehmen. Das kann auch Anlegern in diesem Sektor Chancen bieten.

Separately, Prophecy has received a non-binding letter of intent respecting an equity investment (the "Investment") of up to 20% in the Project. The letter of intent was received from a qualified EPC contractor (the "Potential Investor") who is on Prophecy's final list of EPC bidders and is the same EPC contractor referred to in the indicative terms and conditions issued by the Prospective Lender. It is proposed that the Investment would be subject to the receipt of a guarantee on the Project by the Mongolian Government, a signed EPC contract with the Investor, satisfactory execution of a power purchase agreement (the "PPA"), completion of the remaining 80% of the Project financing, and receipt of all necessary project clearances and approvals.

Further to the press release dated November 14, the Ministry of Energy of Mongolia has issued the letter of support to Prophecy's proposed JV partner ("JV Partner"), one of world's largest thermal power generation groups. Prophecy and JV Partner are advancing the due diligence towards a definitive investment agreement.

Prophecy, led by Chairman John Lee, continues to engage closely with all relevant Mongolian government agencies and Ministries to complete the PPA timely. The Company likes to take the opportunity to thank all Mongolian government officials and working group members for their time and effort dedicated to the Project. The proposed construction starting date is 2nd quarter of 2013 with a signed PPA.

irgend etwas im Kopf muss ich annehmen. Da kommen solche News über die Finanzierung des geplanten riesigen Kraftwerks und der Kurs reagiert kaum. Was muss denn noch passieren dass der Kurs reagiert? Ich verstehe die Welt (resp. die Börse) nicht mehr!

das zwar die Finanzierung gesichert ist aber alles vom PPA abhängt. Ohne diesen Vertrag sind die anderen Vereinbarungen nichts wert.
Dennoch ist die News super. Nun kann man sich voll und ganz der Mongolischen Behörden widmen.
Wenn das PPA kommt (und ich glaube jetzt erst recht das er kommt) greift ein Vertrag nach dem anderen. Dann wirst du den Kurs schon springen sehen.
