My understanding is that 9019 is between the Debtors with adversary proceedings they have. Used as an alternative to litigating them, that is, settling them. (Or as a guideline for the reasonableness of a settlement)
In our case, the Debtors have decided to 'settle' these adversary issues through the GSA, and therefore 9019 does not apply to requiring Equity to be involved. Just that the precepts of 9019 apply to the Settlement (GSA) that the debtors are putting forward as a 'reasonable' compromise -- one that the court has already agreed with.
I can't find examples of where 9019 requires any relationship to Equity, or requiring any 'vote' by Equity before a 9019 'settlement' is approved.
