Kant said all concerned ministries are studying the proposal and a final decision will be taken by the Ministry of Finance’s revenue department. The government wants US-based EV maker to set up manufacturing units in India, the report added quoting other sources who are assessing the matter.
The Ministry of Heavy Industries is of the view that Elon Musk’s company consider setting up local assembly plants of semi-knocked down units to avail of reduced duties on kids and later scale up to complete manufacturing instead of seeking complete duty waivers. Tesla said it cars cannot be assembled from kits. The discussions in this regard are ongoing.
People aware of the matter told the publication that the government is discussing a temporary reduction in import duties tentatively for three years but for that the company has to submit “firm” business plans.
However, reduced concession cannot be given on the basis of merely “intent to invest”. The government wants some commitment from Tesla with respect to its manufacturing plans and is not willing to hand out confessional duties merely on intent to invest. “Tesla already sources some components then why not manufacture it here. Concessions cannot be given for testing the market,” the report said quoting the unnamed source.
The government fears that an outright concession in duty will result in imports of EVs instead of local manufacture. This might affect employment generation in India."

Mal gespannt was da rauskommt, gerade der "Concessions cannot be given for testing the market" Teil und "government is discussing a temporary reduction in import duties tentatively for three years" ist problematisch für Tesla.
Wenn das klappt wäre es das erste Mal das Indien so etwas durchsetzt. Für keinen Autohersteller wurde so etwas bisher in Erwägung gezogen, also genauso wie China für Tesla zum ersten Mal für ein ausländisches Unternehmen eine Fabrik mit 100% Ownership zugelassen hat. Die Fabriken von allen anderen ausländischen Autoherstellern in China sind bis heute nur Joint Ventures.
