The WHOA proposal was created with input from third parties (consultants and advisors) who are the target of forensics research:
The hiring of consultants and advisors who are involved/the targets of ongoing forensic investigations, like EY, is impermissible.
The observes, mr. Verhoeven has been hired during the SOP/Global settlement, representing the creditors' interests at that time.
They were also hiring EY (including Dolf Bruins Slot) while EY was involved in an ongoing forensic investigation.
Same with PWC:
Steinhoff has a preference for advisors and consultants involved in scandals:
Steinhoff has a preference for advisors and consultants involved in scandals and the subject of ongoing forensic investigation. In this WHOA proposal, these types of consultants and advisors have been hired again, such as EY, the company recently banned in Germany for 2 years (Wirecard Scandal)

WAITING AND WAITING FOR THE PWC REPORT:
p.18 t/m 23
'While investors and pensioners suffered huge financial losses in the Steinhoff debacle, it has been a bonanza for another member of the Big Four and a range of other consultants. In 2018, Steinhoff paid R2.4 billion in advisory fees alone, much of which went to ‘creditor advisers’18. It paid another R1.3 billion in 2019, over 10% of which went to PwC for the forensic investigation and other accounting fees. Steinhoff expects these fees will continue.
19Despite the PwC report, efforts to hold anyone to account – Jooste, other executives, or the auditors – have been slow'.
South Africans are increasingly frustrated with the ability of corporate titans like Jooste to avoid accountability.
One crucial factor is the manner in which the state institutions tasked with accountability for economic and financial crimes have been gutted by interference by political and corporate elites in recent years. The obstruction of political will and technical capacity in the police service’s Directorate for Priority Crime Investigation (the Hawks) is just one example. Such institutional weakness is a windfall for former Steinhoff executives and other corporate crook's".
