Die Pilotanlage läuft,

The pilot plant therefore achieved both its primary and secondary objectives through successful production of bulk flotation concentrate, as well as demonstrated continuous pilot operation for extended periods of time, with good flotation performance observed.
Currently, a continuous conditioning circuit is being built and will be tested with column flotation in the coming months. Additional work will include bench optimization tests with reduced reagent dosages (see news release dated March 24, 2015) and will potentially be incorporated into a short 3 inch column flotation pilot run with continuous conditioning. The flotation concentrate will be dried, blended, and characterized for downstream processing through the HCl pre-leach and WHIMS flowsheet stages.

29.04.15 16:35
6. April 2015

Rare Earth Investing News: Despite some of the positives you’ve mentioned, Commerce’s share price is actually down about 30 percent in the past six months and 23 percent year-to-date. Why do you think that is?

Chris Grove: Well, I think the Venture Exchange right now is still bumping along near its all-time lows. So that’s a major factor. The Venture Exchange has corrected by at least 40 percent from where it was as of September 1, 2014 when it was at 1,025. Now, it’s around 675. So you’ve seen at least a 35-percent correction on the Venture itself.

But in terms of the market for rare earth element juniors, that has also have been in essentially a downward trajectory. For us those two major factors, I think, would have [had] an effect.

The third thing would be specific to us. We were extremely fortunate in raising $11.1 million last year. However, that was about 80 percent flow through, and flow through typically does come back out of the market after the four-month hold comes off.

So, we have traded a fair amount of volume that could be related to us securing potentially more capital than most of the companies out there on the Venture Exchange. Currently, that doesn’t necessarily make all shareholders happy, but ultimately we believe that the most important thing is actually advancing the project, and that is what we’re doing.

Mining-friendly federal budget to fund rare earths and chromite research

by Greg Klein | April 22, 2015

Canadian mining groups welcomed a number of industry stimulants in the federal budget tabled April 21, among them a $23-million, five-year allocation to unlock rare earths and chromite production. The money, channelled through Natural Resource Canada, would “address the technical challenges of separating and processing rare earth elements for use in advanced manufacturing applications and products,” said a statement from Finance Minister Joe Oliver. “Funding will also support the development of efficient and green processing technologies to reduce the environmental impacts of chromite production.”

Castilloux on Seperation Facilities in Can, US

3
29.04.15 17:01
The Mining Report: You recently visited Innovation Metals Corp.'s lab-scale REE processing/separation plant near Toronto. Tell us about what is happening there.

Ryan Castilloux : It was impressive. Innovation Metals is participating in a REE supply chain development program, which is being led by Technology Metals Research and funded by the U.S. Army Research Laboratory, a division of the U.S. Department of Defense. Technology Metals Research is operating a 120-stage, lab-scale rare earth pilot plant that's using solvent extraction to liberate and separate rare earth elements with a major focus on separation of individual heavy rare earth oxides. The 24/7 facility processes REE mineral concentrate feedstock sourced from the commercial market. The goal is to bolster North American expertise and knowledge of REE processing, specifically the separation of heavy rare earth elements of which China has a near 100% monopoly. We don't hear much about the results of the ongoing work in the press because it's not a commercial venture, but it's genuinely impressive in scale and scope. The amount of tacit knowledge the team has amassed through hands-on experimentation is amazing.

TMR: What happens next?

RC: I can't comment on behalf of those involved in the project, but I see two likely outcomes. First, the results from this initial stage will determine and inform what the next steps will be toward the project's goal of bolstering North American expertise and knowledge around REE processing and extraction. That part of the equation is funded by the U.S. Army Research Laboratory. Another outcome of this research will be the advancement of Innovation Metals' development plans for a toll-separation facility in Bécancour, Québec. This facility would serve the array of emerging producers in North America or abroad that don't want the risk and added capital expense of developing and operating their own separation facility.

TMR: Would Innovation Metals' plant be the only REE toll-separation facility in North America?

RC: It would, although some industry followers have suggested that if Molycorp doesn't opt for its phase 2 expansion to 40,000 tonnes per annum via production from its Mountain Pass ores, it could still build-out its processing capacity to toll-separate for emerging producers in North America, whether for Avalon Rare Metals Inc.'s (AVL:TSX; AVL:NYSE; AVARF:OTCQX) Nechalacho or for another company. That's a plausible scenario, but not one that will unfold immediately.

TMR: Does Molycorp have the facilities to separate HREEs?

RC: Perhaps not at Mountain Pass but through some of its subsidiaries, such as at Silmet in Estonia and Jiangyin in China, it has capacity to separate HREE oxides.

Commerce und der deutsche Investor, by Ecclestone

29.04.15 18:19
Dazed and Confused in Deutschland

...Conclusion

Europe used to be an obligatory stop on the peregrinations of the average Canadian mining executive in those dimly remembered days pre-2008.  Since then only the hardy few bothered to traipse so far and expend so much on an air ticket to turn over the stones in Zurich or Munich to see if there were some stray francs or euros lying around uninvested. Hosting dinners in Munich and Zurich for professional platelickers (albeit sharply dressed ones) was an extravagant use of the diminishing shekels in a miner’s treasury.

It has been a long hiatus indeed with only a hardy few persisting with the effort. However, for a company like Commerce Resources, the persistence has paid off with household name recognition in German-speaking circles, while much bigger names or producers go largely unknown in the corridors of Frankfurt. It is interesting that the stock they can’t get enough of is a sometime specialty metal story and NOT a gold story. Is this indicative of a revived interest in non-precious paper? Will this eventually spread to gold and silver stocks or have they burnt their bridges one too many times with investors who got to see neither production nor dividends?

The first whispers that deals can be closed in Europe are starting to appear and if word gets around then we should see the Business Class of flights from Vancouver to Frankfurt bulging again as bust juniors go in search of funds with the old joie de vivre (well really the old “damn the expense, put it on the corporate card” attitudes of yore). However, many of these unworthies have gone the way of all things (and their corporate cards have long ago been cut up and tossed away) and the German investor today will not be so easily suckered. Certainly with better information at hand (in German) than the pump-and-dump bulletin boards of days gone by the vision opens up for a more sober and sustained evolution of the German capital markets as a place for some of the more serious miners to build a following.

Jack Lifton on China levy new resource tax on REs

29.04.15 18:31
Jack Lifton on April 29, 2015 at 8:06 AM said:
This tax, on “price” rather than production, is called a VAT in Europe and a “sales tax” in the USA. It is a tax on CONSUMPTION. This is EXACTLY in line with what the new Xi regime in China has been telling us about the direction to be imposed upon the Chinese economy; it will now be re-focused from exports financed by savings to consumption across the board, just as are most Western economies. For those of us who are historically minded this represents a transformation of a third-world economy into a first-world economy in just one generation.
NB: This means that Chinese consumers are now encouraged to buy Chinese! This means that the Chinese consumer economy will now take and KEEP more technology metals and materials within China domestically.
This means that unless the production of market critical rare earths increases inside of China there will be LESS exports and a growth in the IMPORTS of the rare earths ()and other technology metals and materials such as the platinum group metals.
This means that prices will go up as supply tightens (not a well known phenomenon among rare earth boosters) and that prices will go down as supply increases). For the rare earths this means that cerium and lanthanum prices will remain low while the prices of Nd, Pr, Tb, Dy, and even Y should go up, since each MCRE has its own market but is influenced by the costs of the necessarily co-produced other REEs.
I also predict a good future for Ho, Er, and Yb in magnets, lasers and fiber optics, and high strength Al and Mg alloys over the next decade, but keep in mind that these industries can only grow where these rare materials are produced.
From my point of view China has now strengthened its hand in the control of the supplies of ALL of the rare earths.
Washington’s mercantilists masquerading as free market capitalists are the last holdouts of the “see no problem therefore there is no problem school” of resource economics.
