WASHINGTON (CBS.MW) -- A rise in the costs of benefits outstripped wage gains in the second quarter, propelling the Labor Department's Employment Cost Index to a 0.9 percent gain in the second quarter, matching expectations. Separately, the government said initial weekly jobless claims for the week ending July 26 totaled 388,000, a decline of 3,000 from a revised figure of 391,000 the previous week. The four-week moving average for claims was 408,750, a decline of 11,750 from the previous week's revised average of 420,500.
