BOUGANVILLE WELCOMES PM ASSURANCE

THE Autonomous Bouganville Government welcomes the Prime Minister's reassurance that Bouganville referendum result will be taken to National Parliament in the first half of year 2026.
Prime Minister James Marape made this remark during the conclusion of Joint Supervisory Body (JSB) meeting in Port Moresby.
"We have just completed a successful JSB meeting. We are in the final leg in which the referendum result will go into the National Parliament.
"The technical specification of the sessional orders as well as what happens on the floor of Parliament will be properly defined in the next three months. We anticipate that before the first half of 2026 lapsed, Parliament - possibly in the second sitting - would receive and deliberate on the results," PM Marape said.
In 2022, the two governments had reached an agreement through the 'Era Kone Covenant' that specified an agreed timeframe for the Bouganville referendum results to be tabled in the National Parliament - by no later than the end of 2023.
This commitment has not been met. However, the prime minister's renewed assurance has again paved way to realign the process, with the obligations already established by the two governments under the endorsed Melanesian Agreement.
ABG President Ismael Toroama reiterated that Bouganville is commited to fully honouring the Bouganville Peace Agreement.
Although, the national processes move past the previously agreed timeframe, President Toroama said, Bouganville continued to progress its obligation in good faith.
"I also want to congratulate our people in Bouganville and thanked them for taking that ough stand to make peace avenue for everyone to come to Bouganville and see it for yourself," Toroama said.
"We will progress that no matter what happens - we will progress by moving into the process that we have started - and that is, the Parliament will see the outcome. Whatever decision that is there, i believe it is in the wisdom of Parliament.
"Whatever give and take that you wish to have, it's based upon our agreement," Toroama said, reinforcing that Bouganville's conduct remains firmly within the Constitutional framework.
"We have no hidden agenda - it is right at our forefront, and I have that confidence that whatever happens, we will make sure that Bouganville achieve what they have voted for."
Meanwhile, Bouganville continued to fulfill its obligation under jointly reached agreements with the National Government, including fulfilling its responsibilities under the Peace Agreement by driving critical national-building such as the development and finalization of Bouganville's new Constitution for an independent Bouganville.

Die traditionellen Eigentümer des Gebiets und Unterstützer des Human Rights Law Centre stellten in einer Erklärung am Freitag fest, dass Rio Tinto seit der Veröffentlichung des Berichts dessen Ergebnisse akzeptiert und sich zur Entwicklung eines Abhilfemechanismus verpflichtet hat, der mit den Leitprinzipien der Vereinten Nationen für Wirtschaft und Menschenrechte im Einklang steht.
Rio Tinto ist nun an der Reihe, Stellung zu beziehen, und die die entsprechenden Verpflichtungen und die nötige Unterstützung anzubieten!
Wenn wir alle etwas aus Panguna gelernt haben, dann ist es dies: Wir haben nicht genug gelernt.
Das Land trägt noch immer seine Narben, aber nach dem Referendum hat die Morgendämmerung begonnen, neue Winkel in den Hügeln, Schluchten und Tälern zu beleuchten und Panguna mit geduldiger Ruhe atmen zu lassen. Die Führer von Bougainville sprechen nun mit bedachtem Engagement und haben dabei die Ergebnisse im Blick.
Die Worte, die ich von meinem Platz aus höre, sind in der harten Grammatik des Konflikts und des Wiederaufbaus verdient. Alte Bruchlinien mögen noch bestehen, doch sie behindern nicht mehr – oder sollten zumindest nicht mehr behindern – die Arbeit, Panguna wiederzubeleben und Bougainville in seiner Not etwas zurückzugeben, da BCL nun mehrheitlich im Besitz von Bougainville ist. Panguna mag eine Erinnerung an die Vergangenheit sein, aber es ist immer noch Teil der Gegenwart, da es uns auch daran erinnert, die Lehren aus der Geschichte zu beherzigen und vorsichtig und umsichtig damit umzugehen.
Das Land, das die Hauptlast des Elends auf der Insel getragen hat, sollte nun Gespräche über Wiederherstellung, Rehabilitation und die Verhinderung einer Verhärtung der Erinnerung zu Zynismus führen.
Die Zukunft von Panguna hängt von der sichtbaren Arbeit und der verantwortungsvollen Führung der letzten Jahre ab, von einer Regierung, die bereit ist, sich mit der Komplexität auseinanderzusetzen und an vorderster Front zu stehen, um inklusive Lösungen zu finden, bei denen die lokalen Landbesitzer im Mittelpunkt stehen und alle Bougainville durch die Mehrheitsbeteiligung an BCL gleichberechtigt beteiligt sind.
