Horlock, 57, is President and Chief Executive Officer of Blue Bird Corporation. Blue Bird, owned by Cerberus Capital Management, LP, is an international leader in school bus and transit bus design, manufacture and distribution, with more than 1,500 employees, manufacturing facilities in Georgia and Ontario and an extensive dealer network throughout North America.  He joined Blue Bird in January of 2010 as Chief Financial Officer and was appointed to President and Chief Executive Officer in April of 2011.  During his tenure, Horlock has overseen the company's restructuring activities while simultaneously launching industry-leading new products and increasing market share.

•It's Not a Kid Joyriding Anymore – Many of today's car thieves are seasoned criminals whose main occupation is to make a profit out of stealing vehicles.
•No Passport Needed – Professional car thieves are often linked to large international crime rings that are more than happy to drive or export their "new" car outside of the U.S. and sell them to unsuspecting customers.
•Exportation Strategy – LoJack and IAATI are seeing an increase in cars being stolen and taken to U.S. ports. Criminals are loading and hiding vehicles in containers to ship overseas.
•Sum of its Parts – Many vehicles stolen by professional thieves are taken to "chop shops," where they are dismantled and then sold off as parts. Stolen auto parts account for millions of dollars a year in profits for criminals.
•Older Cars Get Stolen Too - Criminals also look for older vehicles that can be stolen and stripped for its parts, which can then be sold – piece by piece – to any local salvage yard or online.

The operation included collaborative efforts between Canadian Law Enforcement, United States Homeland Security and Canadian Border Services, who each played a key role in tracking the group of highly-skilled criminals responsible for stealing more than $5.4 million in vehicles as part of an organized crime ring.

These sophisticated criminals stole from high-end vehicle dealerships in Canada using falsified documents and fraudulent identities and transported them across the border to United States ports including Newark, New Jersey and Baltimore, Maryland. Vehicles were then placed in cargo containers and shipped overseas to Nigeria and Ghana. The York Regional Police began the investigation and enlisted the aid of LoJack in the investigation. With the cooperation of LoJack's Canadian Law Enforcement Team, LoJack provided several covert vehicle tracking devices to law enforcement that were placed inside some of the high-end vehicles stolen by the theft ring or being utilized for criminal activities. The LoJack devices helped investigators gather intelligence on the suspects and their accomplices, follow the trails of stolen vehicles, establish or confirm their plans and gather evidence against the members of the organization.

"These highly trained thieves were employing sophisticated methods to purchase and transport vehicles across borders and overseas, which meant that tracking their every move was essential in making the bust," said Randy Ortiz, CEO and President of LoJack. "LoJack partnered with law enforcement officials in Canada to supply covert tracking devices and intelligence that would provide details on where and when a planted vehicle was moved. This allowed investigators to trail the stolen vehicles, recover the assets and build a comprehensive case that eventually led to the arrests."

Over the course of the investigation, The York Regional Police Department was joined in the case by Toronto Police Service, Peel Regional Police Department and the United States Department of Homeland Security. As a result of this highly sophisticated band of criminals, 124 high-end vehicles were stolen totaling an estimated $5.4 million in assets, including models from manufacturers such as BMW, Mercedes, Acura, Honda and Range Rover. The involvement of LoJack contributed to the recovery of 89 vehicles worth an estimated recovery value of $3.2 million.

Palermo, Italy: LoJack System for Motorcycles Recovery Leads to Chop Shop Bust. Provincial Police of Palermo were notified that a Honda SH scooter worth €60.000 was stolen from the Piazzale Carmelo Lazarus. By tracking the scooter's LoJack System homing signals, two patrol cars tracked the scooter to a van parked right in the Piazza Carmelo Lazarus. The patrolmen removed the steel padlock on the rear hatch and found the reported scooter, as well as 12 other Honda motorcycles with various engine sizes. Of these vehicles, two were intact, while the other 11 were in parts. The patrolmen did a quick search and learned each scooter was reported stolen sometime during January 2013 from various locations in the city of Palermo.
United States:

Audi S8 Fraudulently Purchased from Car Dealership, Recovered

A Sacramento dealership was victimized by a suspect who gave an $18,000 bad check and fraudulent information on his credit application to purchase a 2013 Audi S8 worth approximately $120,000. After attempting to identify and locate the suspect, the dealership filed a theft report of the Audi by fraudulent means. One hour after the stolen vehicle's information was entered into state and national crime information computers by the police, officers with the East Bay Parks Police Air 1 helicopter began receiving signals from the Audi's LoJack System. They radioed the coordinates to ground units and a California Highway Patrol K-9 unit conducted a felony traffic stop and took the driver into custody. The driver was the named suspect of the theft report and had numerous aliases, a lengthy record of fraud and theft, and was an ex-parolee.    
Texas Police Hit the Stolen Vehicle Recovery Jackpot Thanks to LoJack System. When a Fort Worth, TX resident noticed her Toyota Camry was missing from her apartment complex parking lot, she immediately contacted local law enforcement to activate her LoJack System and find her car. In this case, police hit the jackpot by not only recovering the Camry, but five other stolen vehicles in a tow station's storage yard.
LoJack System Makes a 'Classic" Recovery

The owner of a 1963 Cadillac Convertible was victimized by thieves, who stole his classic ride from the parking area in Los Angeles, where it was stored.  Minutes after being reported stolen, deputies began receiving signals from their LoJack Police Tracking Computers and located the $35,000 car in a residential area, parked and unoccupied.
LoJack System Helps Fairhaven, Mass. Police Track Down Mother/Daughter Crime Team. In August 2013, a mother and daughter tag team started their day by stealing a Lexus that had been involved in a car accident, from an Ocean State Job Lot parking lot in Fairhaven. Little did they know, the Lexus was equipped with a LoJack System and within an hour, police were able to track down the vehicle and arrest the duo who were also carrying hypodermic needles, heroin and $250 worth of stolen jewelry.
Two Busts Involving LoJack System Lead Police to Recovery of Stolen Assets & Large Volumes of Marijuana
In March, deputy constables in the Harris County Precinct 4 were alerted of a stolen pickup equipped with the LoJack System. They tracked the signal to a home in northwest Harris County and identified not only the stolen pickup, but 21 suspected illegal immigrants inside. A search warrant also revealed an elaborate marijuana growing operation.  Approximately $500,000 worth of marijuana was being grown.
In June, police officers in Southern California were alerted of a stolen Bobcat Skid Steer worth $30,000 stolen from a construction site. Within the hour, police were able to track the LoJack signal planted on the equipment to a junk salvage yard. Once on-site, the deputies began a sweep of the yard and inside a bunker they also found a loaded .44 caliber hand gun, several shot guns, methamphetamine and a total of 49 large bundles of marijuana. All evidence was seized under a search warrant and a suspect was booked on four felony charges including ex-felon in possession of a firearm, possession of marijuana for resale and receiving stolen property.

CANTON, Mass., May 13, 2014 /PRNewswire/ -- LoJack Corporation (NASDAQ: LOJN) today announced that an arbitration panel has dismissed all claims filed against the Company by Tracker do Brasil LTDA (Tracker), the exclusive licensee of the LoJack Stolen Vehicle Recovery technology in Brazil. In its binding decision, arbitrators from the International Centre for Dispute Resolution of the American Arbitration Association also upheld several of LoJack's counterclaims against Tracker for violating the terms of its license agreement, breaching the implied duty of good faith and fair dealing, and engaging in unfair competition. The panel now will conduct a further hearing to determine the amount of an award of damages owed to LoJack.

The arbitration case stemmed from a contractual dispute between the parties that began in March 2011. In its 81-page decision, the arbitration panel dismissed all eight of Tracker's claims, including those for intentional misrepresentation, negligent misrepresentation and breach of contract. Tracker had sought $55 million in actual damages, which could have been tripled by the arbitration panel, plus legal fees.

LoJack's counterclaims for breach of contract and breach of implied duty of good faith and fair dealing were upheld in part. The panel ruled that Tracker has been making unauthorized use of LoJack's trademarks, copyrights, technology and other confidential information to advertise, lease, sell or market non-LoJack products, representing them to the public as LoJack products.

The panel found that the unauthorized use of LoJack's intellectual property and confidential information caused LoJack to suffer damages to its reputation, in addition to other damages.

The panel also upheld LoJack's counterclaim that Tracker engaged in unfair competition, ruling that in addition to its use of LoJack's trademarks/trade names and copyrights to sell non-LoJack products, Tracker passed off non-LoJack products as LoJack products.  The arbitrators found that this conduct did deceive or likely could deceive customers into believing that they were buying a LoJack product when they were not.

Because Tracker failed to meet its minimum unit purchase requirements for vehicle location units under the license agreement, the panel further concluded that LoJack has the right, based on such failure, to terminate the License Agreement upon the giving of 60 days written notice to Tracker.

"The decision gives us the right to explore other avenues for re-entering the Brazilian market, and we certainly plan to take advantage of the opportunity to assess our options," Ortiz said.
