The U.S. is working to win the backing of China and Russia for a United Nations Security Council resolution compelling Iran to curtail its nuclear efforts, according to a State Department official who briefed a group of reporters. Oil touched a record last month on concern that the dispute over Iran's nuclear program may lead to sanctions against the Islamic republic.
