Politics aside, there's also talk that the Chinese government is unhappy with
the Qualcomm deal and wants to rework the terms.
The Chinese tried to get Qualcomm to reduce the fee it charges for the licensing
of its CDMA wireless technology. The company did agree to a "favorable" rate, but
only in return for a commitment from China to buy the company's specialized
computer chips needed to run CDMA-based networks, Trimble said. She declined to
reveal terms of the deal.
It's unclear, however, whether the Chinese government considers the rate
favorable enough. Qualcomm is unlikely to be receptive to further reducing its
licensing fee for fear that other countries would want to renegotiate their
contracts as well.
Despite the delay, industry observers believe the government will relent soon and
allow China Unicom to follow through on its Qualcomm deal. A framework agreement,
announced at the start of February, was signed Feb. 16.
