Immediately after the issue of writs yesterday 39 sitting members have became as possible candidates for the 40 seats available after the 2015 ABG General Election.

From the 33 constituency seats,6 regional seats for women and former combatants and the seat of the President, one seat remains for grabs by completely new member.
This is the seat for BOLAVE left vacant by the late LAWRENCE WAKAI.

According to reports gathered by New Dawn FM only three Political Parties Registered for this year's election.

This will be confirmed after the close of nominations on Wednesday April first,2015.

Reports also say that the ABG President, DR. JOHN MOMIS and his deputy PATRICK NISIRA will nominate in Buka on Monday, the first day of nominations.

New Dawn FM will also allow Political Talks on Radio but only for candidates to spell their policies etc and no of this mudslinging of other candidates.

The ABG President, Chief DR. JOHN MOMIS nominated just after 1 pm Bougainville Standard Time accompanied by supporters who packed the nomination room and the spaces outside.
The big crowd that came with the President also included the vice President, PATRICK NISIRA who also nominated to defend his HALIA seat which he held since 2005.
The crowd came with BAMBOO FLUTES and dancers and waited outside the Electoral Office for the officials to do the formalities before officialy accepting them as candidates.
As of 1 pm Three candidates have nominated for the President’s seat.
They are FR. SIMON DUMARINU, PETER NERAU and sitting President, DR. JOHN MOMIS.
Other candidates came with only three witnesses whilst there was a big procession in Buka town by a candidate for the Tsitalato seat.
Nominations will close this Wednesday and candidates will go for six weeks of hard campaigning.

President of the Autonomous Region of Bougainville (ABG), Dr John Momis says the ABG is considering allowing large-scale mining again on Bouganville because of its need for revenue.

Momis was speaking after the ABG passed a new long-term Bougainville Mining Law on Thursday.

   “We lack even the most basic acceptable standards in essential services, like health and education. We lag behind the rest of the world. Without significant ABG revenue, that situation will never change,” said Momis.

He went on to say he wanted the best possible hospitals, early childhood centres, schools, clean power, and good roads to all accessible areas and good shipping services for Bougainville.

He said these things are the essential basics for Bougainville to gradually develop a sustainable economy where all share in the benefits.

   “True autonomy, or true independence, will only come when we have our own sources of revenue, capable of providing the best possible services to our people.

   “It is an unfortunate truth that the only way any of us can see of generating this revenue is mining.

   “But we need to approach this with great care. Mining itself is not a sustainable activity, as the minerals are a finite resource. So the key will be to use the mining revenue wisely, to promote and generate sustainable economic growth,” said Momis.

Elected members and government officers have for many years constantly consulted landowner communities from the former Panguna leases, with the organisations established since 2010 to represent those communities, with leaders of the various Me’ekamui organisations in the area, with Councils of Elders and Village Assemblies in the area. While there is undoubtedly a range of views on the future of mining at Panguna, the only way of getting 63 interviewees opposed to mining would be to carefully select them."

The President of the Autonomous Bougainville Government (ABG) today released a statement about the refusal of Australian NGO, Jubilee, to respond to three letters he has sent them since October raising questions about a Jubilee report on Panguna landowner views on mining. He said their refusal to answer his questions demonstrated ‘shameful ignorance and arrogance on the part of Jubilee.

In a series of letters to the Jubilee in October, November and December 2014, President Momis questioned research methodology used, false claims made on the basis of interviews with a tiny selected group of opponents of mining, many serious factual errors in the report, and the track record of opposition to BCL and Rio Tinto on the part of Jubilee Australia’s research partners, Kristian Lasslett and the Bismarck Ramu Group.

In a letter to the Jubilee Board released with today’s statement, the President said:

"You proudly proclaim to be a scientific research organisation. But your research on Bougainville has been unethical and deeply flawed.

He went on to say that the Jubilee Report "was clearly based on false assumptions, and those same assumptions have been evident in claims made both at many points in your report, and in statements by your CEO, that there is near unanimous opposition to mining in the landowner communities in the former leases associated with the Panguna mine.

"Your assumptions, and an apparent bias, were reflected in your choice of research partners with well-known records of vehement anti-BCL views. The PNG researchers chosen to do the interviews are also people well-known in Bougainville as holding similar views.

"My Government is on the ground in Bougainville. Elected members and government officers have for many years constantly consulted landowner communities from the former Panguna leases, with the organisations established since 2010 to represent those communities, with leaders of the various Me’ekamui organisations in the area, with Councils of Elders and Village Assemblies in the area. If your report stated clearly that that was what you had done, there would be little complaint. But the report does not do that. It dissembles.

"Moreover, you compound your error by numerous absolutely false statements about the views expressed in the interviews being representative of all in the area.

"In short, there is no doubt at all that those doing the interviews in Bougainville on which the report claims to be based carefully chose a small group of opponents to the resumption of mining.

"The report was written by a person from one of your partner organisations with a clear record of a particularly unbalanced view on BCL.

"Your assumptions and bias were further demonstrated by your deliberate refusal not only to consult the ABG, but also to give it any opportunity to comment on a draft of the report before rushing to publish.

"You have also refused to respond to my questions about the ethical standards of the research, and your adherence to PNG law in the conduct of the report.

"By your refusal to answer the issues and questions raised in my three letters (above), you simply raise more doubts about your standards, your accountability and your bona fides.

"In all the circumstances, your behaviour is shameful, and your claims to be a scientific research organisation seem little more than a joke.

"I continue to request a response to the specific issues raised in those three letters."

The Bougainville Police Commander, Assistant Commissioner Paul Kamuai yesterday described the 2015 election as unity election for Bougainville.

He told New Dawn Fm that this year's election is special in that all factions on Bougainville are fielding in candidates.

Inspector Kamuai said that for the first time, Mekaamui and former fighters are fielding their leaders to contest.

He described this as unity in diversity for Bougainville as we move into the referendum window in June this year.

The Police Commander said that Police does not see anything that can disturb the election as Bougainville unites to move into the next chapter of the ongoing Peace Process on the island.

From the candidates who nominated for the Presidency, Peter Nerau is from the Meekamui hard liners, Fr.Simon Dumarinu is from the unity peace building team,current sitting President Chief Dr.John Momis with Nick Peniai and Sam Akoitai yet to nominate.

We will have the total candidates after the close of nominations tomorrow.

Bougainville Mining Act 2015 Further to its announcements of 25 June 2014, 14 August 2014 and 24 December 2014, Bougainville Copper Limited (Company) advises that it has received a copy of the Bougainville Mining Act 2015 (Act) as passed through the Bougainville Parliament, and a copy of a commencement notice indicating that the Act will commence on 1 April 2015 in the Autonomous region of Bougainville. In addition, the commencement notice advises that a direction has been made to the Mining Registrar that it must not accept or register any applications for tenements under the Act prior to 1 October 2015. Now that the Act is gazetted, the directors are currently considering the Company’s position under the Act and are taking appropriate advice on the consequences and implications for the Company. There appears to be some changes from the draft Act originally provided to the Company, and that which was passed in Parliament. The Company will update the market in due course. As of close of nominations for the ABG General Elections this afternoon, nine candidates have registered to challenge Chief DR.JOHN MOMIS for the Presidential seat in this year’s ABG GENERAL ELECTIONS.
The nine are NICK PENIAI the ABG Speaker in the first ABG House and also the CEO for the Peace Division until he resigned to contest the ABG Election.
An unknown, JUSTIN POKATA KIRA, former BRA leader, SAM KAUONA, PETER NERAU, former Member for Central Bougainville in the National Government, SAM AKOITAI, Catholic church priest, FR. SIMON DUMARINU, former BRA General, ISHMAEL TOROAMA and Bougainville Lawyer, REUBEN SIARA.
According to the order of draw, their ballot papers will have the following numbers.

B’ville sets date for referendum

THE first quarter of 2019 has been proposed by the Autonomous Bougainville Government as the date for Bougainville referendum.

At a joint supervisory body meeting held in Arawa on March 13, Bougainville President John Momis said the ABG proposed this timing, taking into account the commitments by both the National Government and ABG during the next five years.

Commitments included the ABG elections this year, the Pacific Games in July, national elections in 2017 and Asia Pacific Economic Co-operation (APEC) meeting in 2018. And as per the Bougainville Peace Agreement, the window for referendum would end in 2020, which left 2019 available to conduct the referendum.

“The year 2015 is a crucial year in the peace process with the opening of the referendum window in June. We are concerned that with only five years remaining for the referendum to be held, not much progress has been made,” Mr Momis said.

“There is the important task of preparing the people of Bougainville through a comprehensive awareness program for them to be ready to make the most important decision of their lives,” he said.

Mr Momis said important decisions had to be made by the two governments through the bi-partisan committee to agree on several milestones.

“The referendum committee comprising officials of both governments needs to meet regularly and move fast to progress and reach agreement on important issues such as the eligibility for voting, the relevant questions to be asked including the question on whether Bougainville should be independent or not and the appropriate agency for conducting the referendum. This must happen very quickly,” the president said.

The office of Bougainville referendum chief executive officer, Chris Siriosi, confirmed yesterday that he was working in close consultations with the deputy chief secretary to the Office of the Prime Minister and the National Executive Council Trevor Meauri.

He said they were developing a “robust framework for consultations” between the ABG and the National Government to dispense with a wide array of issues such as, eligibility for voting, weapons disposal, good governance and the rule of law.

He said the independent agency would conduct the referendum, approval of the rules for conducting the voting and agreement on the questions to be put, as required by the Bougainville Peace Agreement.
